GENERAL
This Addendum shall be considered part of the bid documents for the Chute Road Water Main
project. Bidders must acknowledge receipt of this Addendum on C-410 – Bid Form for Construction
Contract, 5.03 Receipt of Addenda.
Except as described below, the original bid document remains unchanged.
SPECIFICATION UPDATES
1. C-111 – Advertisement for Bids. Bid opening date has been changed to 1pm (EST) March 19, 2026,
Customer Service entrance, 225 Douglass St, Portland, Maine.
2. C-410 – Bid Form – 4.02 Work to be substantially complete within 180 days and completed and
ready for final payment in 210 days.
DRAWINGS
1. There are no updates to the drawings at this time.
GENERAL QUESTIONS
1. Bid advertisement states this is “contract 2”, it also refers to construction of a new tank. What is
contract 1? New tank? Yes, a new tank was constructed last year.
a. Is there a new tank under construction / will there be a new tank located near this site?
It is completed, roughly 2 miles from the tank to be demoed.
b. If yes, what size, height and style is the new tank and what is the proximity to the old
tank? Concrete
2. Bid adv states contractor is responsible for handling all drainage and water removal. 01 11 00-2,
1.02.B#5 states the same thing. Plan sheet D2 #1 under construction notes states the OWNER will
flush the water and the CONTRACTOR will flush any remaining volume prior to demo.
The tank is drained. Some remaining water may be in the disconnected water main from the base
elbow to the drain valve in the base of the building.
a. Who is responsible for draining the tank? Tank is effectively drained in its present
condition.
b. When you state the contractor will flush the remaining water, what are you expecting? 5
gallons? 25,000 gallons? We would expect less than 50 gallons
3. A majority of the spec refers to the abatement of lead and asbestos.
a. Is there a lead paint analysis available? No
b. If not, please do and provide to all plan holders. The intent is to have the contractor abate
the lead if there is lead present.
c. OSHA Reg. 29CFR 1926.62 does not require paint removal prior to torch cutting. Are you
requiring paint abatement? We do not agree or disagree with means and methods here,
specifications (01 35 23) outline safety articles to adhere to.
1. If yes, a complete paint abatement? Out side of tank and inside? Or just on the cut
lines? Tank to be demolished completely, if abated materials can be disposed of
then a full abatement would not be required.
--Remember, the Addendum must be acknowledged with the submitted bid—
4. Is there an asbestos report on or anywhere dealing with this tank? if so, where in the
building? In the piping? Provide proof
i. If a report is not available, please have one done and provide.
Portland Water District will complete an asbestos assessment in the building and
provide the results to the plan holders in a subsequent addendum.
