THIS IS A SOURCES SOUGHT NOTICE FOR A REQUEST FOR INFORMATION The Department of Veterans Affairs (VA), Veterans Health Administration (VHA), Network Contracting Office (NCO 21), intends to solicit quotes from contractors to provide NTP Radiology STAT Portal and associated clinical analytics system to include ongoing service/support and custom configuration/optimization. Support for the system will include base year plus two (2) one (1) year option years. The system will have the design capability to support 3M cases annually with an initial study volume license of 1,500,000 annual cases with a 100,000 case increase each year and an overall 10% buffer. Volume will be based on Study Instance Unique Identifier (SIUID)/NTP issued final report. The system shall provide core analytics functionality for NTP operations and provides the framework for the Revenue/Invoice and STAT case management analytics modules. The existing system is called Foundations from Health Level Incorporated and is hosted on VA provided hardware at the Sacramento Data Center. Contractor must have approved VA remote access permissions to the existing systems to provide ongoing support, maintenance, management, and upgrades for the system. Contractor shall comply with all applicable VA security clauses and must all staff who access the VA network must complete annual VA privacy and security training. Contractor to provide remote support and maintenance for the system via approved VA remote access. E-mail and phone support provided 6 am to 6 pm pacific and emergency pager response within 30 minutes, 24x7. Scheduled support to include maintenance bug fixes, feature updates and upgrades to existing modules with 99.9% uptime. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the requirement. Your response should include a STATEMENT OF CAPABLILITY, GSA SCHEDULE INFORMATION, BUSINESS SIZE, AND SOCIO-ECONOMIC STATUS. The VA anticipates issuing a solicitation for this requirement on or about 2/15/2025. The solicitation will be available for download from https://sam.gov/content/opportunities. Interested vendors will be responsible for downloading copies of solicitation (and any subsequent amendments) from that website, and no hard copies will be made available. The solicitation will provide full information to contractors about the proposal submission process. All interested offers MUST have an active vendor record in SAM.gov, under the identified NAICS code and NOT have any exclusions such as a delinquent federal debt or debarment. The Government intends to award (1) one firm fixed priced contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation, will be most advantageous to the Government, price and other factors considered. The applicable NAICS Code is 513210 and the size standard is $47.0M.  Questions concerning this announcement should be directed to the Contract Specialist using the email link provided.
