Description
The Department of Interior, Bureau of Land Management (BLM), Montana State Office intends to solicit quotations to perform vegetation treatment services on selected sites administered by the Butte Field Office in the Helena, Montana area. BLM will issue Solicitation Number 140L3625Q0028 via https://sam.gov/content/opportunities, at the link provided in this notice. The work consists of applying contractor-furnished herbicides in select locations for control of Spotted knapweed, Dalmatian toadflax, and Canada thistle. However, any additional weed species that are listed on the Montana Noxious Weed Species List shall also be identified and treated per the requirements of the associated Statement of Work. Application for noxious weeds will occur on three timber harvest units accounting for 500 acres. The work must be conducted between June 1, 2025, and August 30, 2025.
Pursuant to Part 13 and Part 37 of the Federal Acquisition Regulations, BLM intends to issue a Request for Quotation (RFQ) on or around April 25, 2025. BLM anticipates issuing the RFQ under the total small business set-aside program. The applicable North American Industry Classification System (NAICS) Code is 561730 and the associated Small Business Size Standard is $9.5 Million.
A single purchase order award will be made to the responsible offeror that submits the lowest priced quotation in accordance with the Federal Acquisition Regulations. A firm-fixed priced purchase order is contemplated. Quotations will be due on or around May 23, 2025, at BLM's Montana State Office, 5001 Southgate, Billings, Montana. Offerors may submit electronic quotations as a response to the anticipated solicitation. Electronic quotations will be subject to the same rules as paper proposals.
The Government anticipates award of this procurement on or around May 29, 2025. The successful contractor will be required complete the entire work including submission of the contractor’s Pesticide Applications Records and GPS Project Logs by August 30, 2025.

All prospective contractors must be registered in the System for Award Management (SAM) to be eligible for award.
The successful contractor shall electronically submit all payment requests for the anticipated purchase order through the U.S. Department of the Treasury's Invoice Processing Platform (IPP). If the contractor is unable to comply with the requirement to use IPP for submitting invoices for payment, the contractor must submit a waiver request in writing to the Contracting Officer with its offer.
