The purpose of this amendment is as follows:
This solicitation is hereby modified in accordance with DoD Class Deviation 2025-O0003, Restoring Merit-Based Opportunity in Federal Contracts, which implements Executive Order (E.O.) 14173, Ending Illegal Discrimination and Restoring Merit-Based Opportunity, and
E.O. 14168, Defending Women from Gender Ideology Extremism and Restoring Biological Truth to the Federal Government and in accordance with Class Deviation 2025-O0004, Revocation of Executive Order on Sustainability which implements section 2(rr) of E.O. 14148,
Initial Rescissions of Harmful Executive Orders and Actions, of January 20, 2025 (see 90 FR 8237), which revoked E.O. 14057, Catalyzing Clean Energy Industries and Jobs Through Federal Sustainability, of December 8, 2021. The solicitation is amended as follows:

This Solicitation is being issued under EMERGENCY ACQUISITION FLEXIBILITIES (EAF) FAR 5.202(a)(2)
This requirement is a Critical Application Item (CAI).
THE FOLLOWING IS INCORPORATED INTO SECTION M OF THIS SOLICITATION:
This part must be acquired from a manufacturing source(s) specified on a sourcecontrol or selected item drawing as defined by the current version ofDoD-STD-100. Suitable technical data, Government data rights, or manufacturingknowledge are not available to permit
acquisition from other sources, norqualification testing of another part, nor use of a second source part in theintended application. Although, by DoD-STD-100 definition, altered and selected items shall have an adequate technical data package, data review d
disclosesthat required data or data rights are not in Government possession and cannot be economically obtained.
Offers from an authorized dealer/distributor MUST be accompanied with anauthorized dealer/distributor letter, on the source's letterhead. Email it atthe time the quotation or proposal is submitted. Failing to providethe signedand approved dealer/distributor letter
will deem the proposal non-responsive and technically unacceptable and ineligible for award.
