Description:

The City of Dalton has determined that certain real property no longer serves a public purpose and will therefore accept sealed bids for certain real property located at 1216 East Morris St., parcel # 12-240-01-004. Sealed bids will be received until 2:00 PM on Monday, April 6, 2026 at the City of Dalton Finance Department, 300 West Waugh Street, Dalton, GA 30720.  The bid package is available at www.daltonga.gov and in the City of Dalton Finance Department. On Monday, April 6, 2026,  in the Mayor and Council Chambers located at 300 West Waugh Street, Dalton, GA 30720,  the bids will be opened and publicly read aloud.  All bids must be sealed and plainly marked “East Morris St. Lot Bid 2026-1216.”  All bids shall contain the name, telephone number, and address of the bidder.  Bids received after the designated time will not be considered.

The legal description of the property is set out below.

All that tract or parcel of land lying and being in land lot 240, in the 12th district, in the 3rd section, in the city of Dalton, Whitfield County, Georgia; and being more particularly described as follows:

Beginning at a mag nail and disk set on the southerly right of way of East Morris street (having a 60-foot, public right of way); said point being located north 75 degrees 45 minutes 37 seconds west a distance of 201.50 feet from railroad spike found at the intersection of said right of way with the westerly right of way of short street (having a 45-foot, public right of way); from the true point of beginning thus established thence leaving said right of way of East Morris street and running south 00 degrees 49 minutes 11 seconds west a distance of 128.00 feet to a 1/2-inch rebar found; thence north 89 degrees 10 minutes 49 seconds west a distance of 41.70 feet to a mag nail and disk set; thence north 00 degrees 49 minutes 11 seconds east a distance of 138.00 feet to a mag nail and disk set on the southerly right of way of East Morris street; thence south 75 degrees 41 minutes 42 seconds east along said right of way of East Morris street a distance of 42.89 feet to a mag nail and disk set; said mag nail and disk being the true point of beginning.

Said tract or parcel of land containing 0.127 acres (5,540 square feet).

All considered bids shall be for cash, “collected funds” as defined by O.C.G.A. §44-14-13(a), or funds described in O.C.G.A. §44-14-13(c). The City shall make the sale to the highest responsible bidder; provided, however, the City shall have the right to reject any and all bids  and to cancel the sale. Conveyance shall be by limited warranty deed, and the property will be sold “as is” with no warranties express or implied other than the limited warranty deed.  A $5,000.00 non-refundable earnest money deposit is required within 24 hours of the bid award, and closing must occur within 30 days of the bid award.

1.0 OVERVIEW AND GENERAL INFORMATION

Overview

The City of Dalton, Georgia, invites bids on the form attached hereto, all blanks of which must be appropriately filled in. All bids are subject to the terms and conditions stated in the Notice of Invitation to Bid. Bids will be received by the city at the CITY OF DALTON FINANCE DEPARTMENT 300 W. WAUGH STREET, DALTON, GEORGIA 30720 until MONDAY, APRIL 6, 2026 AT 2:00PM and then publicly opened and read aloud in the Mayor and Council Chambers at said time and address.

During the evaluation process, the City reserves the right to request additional information or clarification from bidders, or to allow corrections of errors or omissions.

Submission Information

The responsibility for submitting a response to this ITB on or before the stated date and time will be solely and strictly the responsibility of the Bidder.

Sealed Bids will be received by the City of Dalton at the City of Dalton Finance Department 300 W. Waugh Street, Dalton, Georgia 30720 until April 6, 2026 at 2:00 PM EST. The envelope containing the bid must be sealed and designated as the bid for the project entitled:

CITY OF DALTON, GA

No bid may be withdrawn within sixty (60) days after the bid opening and shall remain firm through this period. The City of Dalton reserves the right to waive any informality and to reject any and all bids.

No sealed bids will be received or accepted after 2:00 PM EST April 6, 2026. Bids submitted after the designated date and time will be deemed invalid and returned unopened to the bidder. The City of Dalton is not responsible for lost or misdirected mail.

Questions and Addenda

All questions regarding this ITB shall be submitted in writing via email by the questions deadline of 10:00 AM EST March 25, 2026. Questions must be directed to:

The City of Dalton will issue responses to questions and any other corrections or amendments it deems necessary in written addenda issued prior to the ITB due date. Bidders are advised to check the website for addenda before submitting a bid. Bids which fail to acknowledge the receipt of any addendum (if applicable) will result in the rejection of the offer if the addendum contains information which substantively changes the City’s requirements.

2.0 Method of Selection

The City of Dalton is using the Competitive Sealed Bids method of source selection for this procurement. An award, if made, will be made to the highest responsible Bidder whose evaluation by the City of Dalton indicates that the award will be most advantageous to the city.

3.0 General Notes & Requirements

1. All bids shall be subject to the terms and conditions set forth in the Notice of Invitation to Bid and shall comply with the requirements stated therein.

2. Site visits are available only by appointment and are determined by the availability of city administration.

3. Prospective bidders are required to schedule a site visit by requesting an appointment via email or by phone.
