Seattle Parks and Recreation (SPR) is seeking qualifications of a Design Consultant for Decarbonization Package One, which includes design and construction of decarbonizing five SPR facilities (four Community Centers and one Crew Headquarters). Qualifications are due no later than 11:59PM on November 15, 2024. All questions are to be submitted through the e-procurement portal at https://procurement.opengov.com/portal/seattle no later than 11:59PM on November 5, 2024.
Seattle Parks and Recreation (SPR) has a key role to play in advancing the City’s efforts to respond to climate change. Thus, under Climate Change Mitigation Initiatives of SPR’s 6-Year MPD Cycle, five SPR facilities including four Community Centers (CCs) and one Crew Headquarters (HQ) will be electrified. This bundled project known as Decarbonization Package One will include design and construction of decarbonizing existing fossil fuel using equipment, improving general energy performance, and electrifying these facilities, in order to transform the facilities' energy profiles.

In 2023-2024, SPR worked with Ecotope Inc. to assess the feasibility of Decarbonization Package One. Deliverables for each facility include an electrification feasibility study report, Owner’s Project Requirements (OPR) and Cutsheets, which can be downloaded directly on OpenGov Under this RFQ. These documents provide all the background information for the project.
SPR has already secured a total of $10,000,000 funding from Seattle Park District Fund and Payroll Expense Tax Fund, and is actively looking for other federal/state/local funding sources, for example, Federal Emergency Management Agency (FEMA).
