Background

Seattle Parks and Recreation (SPR) has a key role to play in advancing the City’s efforts to respond to climate change. Thus, under Climate Change Mitigation Initiatives of SPR’s 6-Year MPD Cycle, five SPR facilities including four Community Centers (CCs) and one Crew Headquarters (HQ) will be electrified. This bundled project known as Decarbonization Package One will include design and construction of decarbonizing existing fossil fuel using equipment, improving general energy performance, and electrifying these facilities, in order to transform the facilities' energy profiles.

The facilities for this bundled project and corresponding work includes:

  • Jefferson Community Center (3801 Beacon Ave S, Seattle, WA 98108)
  • Garfield Community Center (2323 E Cherry St, Seattle, WA 98122)
  • Rainier Community Center (4600 38th Ave. S, Seattle, WA 98118)
  • Van Asselt Community Center (2820 S Myrtle St, Seattle, WA 98108)
  • Genesee Crew Headquarters (4420 S Genesee St, Seattle, WA 98118)

In 2023-2024, SPR worked with Ecotope Inc. to assess the feasibility of Decarbonization Package One. Deliverables for each facility include an electrification feasibility study report, Owner’s Project Requirements (OPR) and Cutsheets, which can be downloaded directly on OpenGov Under this RFQ. These documents provide all the background information for the project.

SPR has already secured a total of $10,000,000 funding from Seattle Park District Fund and Payroll Expense Tax Fund, and is actively looking for other federal/state/local funding sources, for example, Federal Emergency Management Agency (FEMA).
