Description
Haleakala National Park (HALE) attracts large crowds to its summit for sunset viewing, resulting in significant traffic congestion, parking challenges, and safety concerns. Concurrently, a construction project is scheduled to begin in August 2025 and continue through April 2026, overlapping with peak visitor seasons. As a result of this construction project, up to 45% of all available parking spaces will be unavailable for the duration of the project. With these spaces unavailable parking and traffic control will be critical to maintaining visitor access, safety and enjoyment. HALE seeks to engage a qualified traffic control contractor to manage vehicular and pedestrian traffic, optimize parking operations, and ensure public safety during this period. The Contractor shall provide all labor, equipment, materials, and supervision necessary to manage traffic and parking at the Haleakala Summit during the performance period, with a focus on daily sunset hours (approximately 4:00 PM to 7:30 PM HST) and other peak times as identified by the National Park Service (NPS). Services shall be adaptable to construction schedules, weather conditions, and fluctuating visitor volumes.
