The County of Orange, Health Care Agency (hereinafter referred to as “County”), is soliciting proposals from qualified firms (hereinafter referred to as “Respondents”) for Physical Examination Services and Occupational Medicine Physician Consultative Services. Respondents must meet the minimum qualifications and requirements as set forth within the RFP and be capable of providing services identified in the Scope of Work herein.
The proposed schedule below is subject to change. Any changes to the schedule for the RFP process will be issued to all Respondents via addenda on the County's eProcurement Portal.
The County of Orange (County) Health Care Agency (HCA) is seeking proposals from qualified organizations to provide Physical Examination Services and Occupational Medicine Physician Consultative Services. The primary goal of this program is to provide occupational medicine services such as applicant and surveillance physical examinations for the Orange County Employee Health Services department. The County is providing these services for new-hire physical examinations, status changes for current employees, and regulatory compliance with surveillance examinations. Additionally, Occupational Medicine Physician Consultative services are needed for occupational medical leadership to ensure that the County is in compliance with all federal, state and local agency regulations. Respondents may submit proposals for either or both types of services: Physical Examination Services and/or Occupational Medicine Physician Consultative Services. If responding to more than one type of service, Respondents must submit separate, complete proposals for each service type.
The successful bidder(s) for Physical Examination Services must clearly demonstrate in their proposal the ability to perform high quality physical examinations that meet all regulatory standards pertaining to positions including but not limited to: peace officers, asbestos and/or hazardous materials workers, SCUBA divers, crane operators, hazardous device operators, and DMV clearance, including drug testing. This includes vaccine administration, tuberculosis skin testing, spirometry testing, audiogram testing, vision testing, EKG, treadmill stress test utilizing Bruce Protocol with cardiology review, and laboratory testing.
To be eligible to submit a proposal for Physical Examination Services, a bidder must be an occupational health facility with licensed physicians and ancillary staff. Non-occupational health facilities are not eligible.
The County plans to contract with qualified organizations to provide the services described in this Request for Proposals and reserves the right to make multiple awards to proposers for services requested in the solicitation. At the discretion of County, the initial term of the contract(s) resulting from this solicitation may be renewed for an additional term or terms. Any renewal is contingent upon available funding, contractor performance, need for services, and County policies.
Successful Respondents are expected to accept the terms and conditions of Attachment I - Contract Template, which contains the contracting requirements between the County and the proposer regarding the provision of services solicited under this Request for Proposals (RFP). The selected Respondent(s) proposal will be retained and incorporated into the contract by reference and made part thereof, except for assurances and promises that are unlawful.
The contract(s) awarded through this solicitation are anticipated to be for fee-for-service / negotiated rate. The funding source for these services is Net County Cost and Cost Apply/Revenue from Other Agencies/Departments funds. Any contract resulting from this solicitation is contingent upon sufficient funds being made available by federal, state, and/or county governments for the term of the contract. County reserves the right to revise the contract terms stated in this solicitation. Start- up funds are not available for these services.
If for any reason a selected Respondent is unable, unavailable or unwilling to begin the Services, the County reserves the right to award the contract to the next ranked proposal without conducting another solicitation/RFP or otherwise proceed as deemed in the best interest of the County.
All questions regarding this RFP are to be posted online via the County’s online bidding system Question and Answer (Q&A) Section.
All Respondents are expected to thoroughly read through the entire RFP package before posting questions. All participating Respondents will simultaneously receive a notification via County’s online bidding system that a question has been posted related to this RFP and will be available for view by all participating Respondents. Responses from County to the questions asked will be posted as promptly as possible to The County’s online bidding system and will be available for view by all participating Respondents. The Q&A Section will close on November 5th, 2024 at 4:00 P.M. Pacific Time. All Respondents are encouraged to post all their questions regarding the RFP by this deadline. No questions will be accepted past this deadline.
It is up to each individual Respondent to determine if it meets the eligibility criteria stated in the RFP prior to submitting a proposal. County does not provide any assistance to that effect.
Respondents are to strictly follow the directions above for questions regarding this RFP. During the entire RFP process, no County representative may be contacted for questions or information regarding this RFP with the exception of the assigned DPA, Lynn Miles, at lymiles@ochca.com. Any violation of this direction may be deemed non-responsive with the RFP process and shall form a basis for the rejection of the proposal.
