Description

The Naval Air Systems Command (NAVAIR) at Naval Air Station (NAS) Patuxent River, MD, intends to award a sole-source contract to Hoffman Engineering, LLC. This contract is for the necessary repair, replacement of electrical components, and calibration required to return 100% of the AN/V-126A-100 and AN/V-126A-3000 test sets to original manufacturer specifications. A sole-source award is required because Hoffman Engineering is the Original Equipment Manufacturer (OEM) and the only company that possesses proprietary data, specialized tooling, and expertise to perform these repairs to the required standard. The necessary repairs on critical electrical components, such as switches and connectors, exceed the Navy's organic repair and calibration capabilities. Additionally, NAVAIR intends to procure parts to complete the repairs, which may include the following:



1. Repair and Calibration of Computerized Field Portable Night Vision Test Set; P/N: ANV-126A-001 and ANV-126A-3000

3. Voltmeter Adapter Cable; P/N: ANV-126-033



4. Voltmeter Clip Adapter; P/N: ANV-126-034



5. 3.8V Adapter Cable; P/N: ANV-126-035



6. Diopter Scope; P/N: ANV-126-040



7. Collimation Bridge; P/N: ANV-126-050



8. Goggle Power Adapter; P/N: ANV-126A-061



9. Mounting Block, AVS-6 Goggle; P/N: ANV-126-063



10. Objective Mounting Plate – LIF; P/N: ANV-126-067



11. Eyepiece Adapter - AVS-6 Goggle; P/N: ANV-126-068

The proposed contract actions for the procurement are those for which the Government intends to negotiate with only one source under the authority of 10 U.S.C.3204(a)(l) and FAR 6.103-1-1, "Only one responsible source and no other supplies or services will satisfy agency requirements." Hoffman Engineering, LLC is the Original Equipment Manufacturer (OEM) for the current ANV-126A-001 and ANV-126A-3000.



THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. Interested parties, however, may identify their interest and capability by responding to the requirement with a capability statement. The Government will consider all information received prior to the closing date of this synopsis. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. No phone inquiries will be entertained.
