ADVERTISEMENT FOR BIDS
Sealed bids for the LIT Concourse Flooring Replacement project, to be constructed for Little Rock Municipal Airport Commission, will be received at the Bill and Hillary Clinton National Airport, One Airport Drive, Little Rock, Arkansas 72202 until 2:00 p.m., on Thursday, February 6th, 2025, at which time the bids shall be publicly opened and read aloud. Sealed bids submitted prior to the bid opening should be sent to Suzanne Peyton, Director- Properties, Planning & Development, Clinton National Airport, One Airport Drive, Little Rock, Arkansas 72202, telephone number 501-537-1701, via UPS or FedEx with notification and tracking number sent on date of shipment to speyton@clintonairport.com .
A Pre-Bid Conference will be held at 10:00am., on Thursday, January 16th, 2025, at the Clinton Conference Room located on the 2nd Floor of the Terminal Building, One Airport Drive, Little Rock, Arkansas 72202. Each bidder shall be limited to three personnel per organization.
The project includes but is not limited to the replacement of the existing flooring (carpet tile) in the main circulation area of the terminal concourse with a hard surface flooring material, either terrazzo or tile. The work will also include the removal of the existing flooring, floor preparation, the installation of new flooring transitions and/or modification of existing flooring transitions, and installation of new flooring.
Digital copies of the bid documents are available for electronic viewing and purchase at Southern Reprographics, Inc., 901 West 7th Street Little Rock, AR 72201, www.sriplanroom.com . Addendums to the bid package will be issued through the online Plan Holders List www.sriplanroom.com ; therefore, all prime bidders shall be responsible for downloading the bid documents from the online plan room in order to be included in the Plan Holders List.
Bids shall be accompanied by a cashier’s or certified check upon a national or state bank in an amount not less than five percent (5%) of the total maximum bid price payable without recourse to the Owner, or a bid bond in the same amount from a reliable surety company, as a guarantee that the Bidder will enter into a contract and execute performance and payment bonds within ten (10) days after notice of award of Contract to him. Such bid guarantee shall be made payable to Little Rock Municipal Airport Commission.
The successful bidder must furnish performance and payment bonds in accordance with the contract documents .
A Commission goal of 18% has been set to promote diverse business participation for this contract. All bidders and proposers shall make good faith efforts, as defined by Appendix A of 49 CFR Part 26, Regulations of the Office of the Secretary of Transportation, to subcontract a minimum of eighteen percent (18%) of the dollar value of the prime contract to small business concerns owned and controlled by socially and economically disadvantaged individuals.
Bidders must be licensed under the terms of Arkansas Code Annotation §§17-25-101, et. Seq.
The Little Rock Airport Commission, in accordance with the provisions of Title VI of the Civil Rights Act of 1964 (78 Stat. 252, 42 U.S.C. §§ 2000d to 2000d-4) and the Regulations, hereby notifies all bidders that it will affirmatively ensure that for any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded full and fair opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, national origin (including limited English proficiency), creed, sex (including sexual orientation and gender identity), age, or disability in consideration for an award.
The Little Rock Airport Commission reserves the right to reject any or all bids, to waive irregularities in the bids and/or bidding process deemed to be in the best interest of the Commission and to reject non-conforming, non-responsive or conditional bids. Bids shall remain in effect 90 days after the bid opening date.
