Baltimore County, Maryland, Purchasing Division is seeking Proposals for Natural Gas Supply Services Term Contract . Proposals are to be submitted through the Procurement Portal at https://procurement.opengov.com/portal/baltimorecountymd , no later than 12:00 pm on Friday, April 10, 2026 .
Amendments to solicitations often occur prior to bid opening and sometimes within as little as 48 hours prior to bid opening. The Baltimore Regional Cooperative Purchasing Committee (BRCPC) is a purchasing consortium consisting of County and local government jurisdictions, Public Schools and Community Colleges in the Central Maryland region. BRCPC has purchased natural gas cooperatively since the advent of natural gas deregulation behind BGE.

The members have executed a memorandum of understanding (MOU) to govern the natural gas procurement program. This includes the establishment of an energy board that meets bi-monthly to oversee the natural gas procurement program. BRCPC’s energy consultant (Enel X) also attends and participates at the bi-monthly meetings. The natural gas supply services provider is also encouraged to attend the meetings at least annually.
The risk management and procurement strategy that BRCPC has adopted is designed to provide full transparency, budget stability, risk management flexibility and lower overall costs. The strategy includes purchasing fixed rate quantities of natural gas commodity and basis within minimum and maximum hedge targets over the designed risk management timeframe which extends three years beyond the current fiscal year. The procurement strategy and structure includes the following:
Establishing separate dedicated balancing pools behind BGE for the DRS (monthly metered) accounts and the Daily Metered accounts.
Purchasing fixed rate natural gas commodity separately and independently from fixed rate basis contracts
Purchase natural gas commodity and fixed rate basis contracts based on delivered quantities,
Ability to purchase unhedged monthly natural gas requirements at the daily spot market (Gas Daily) and or at the monthly NYMEX settlement rate.
Supplier service fee priced separately from basis contracts
BRCPC has engaged the services of Enel X., an independent energy advisory consultant (“Energy Consultant”) to assist in developing and executing the strategy. Enel X and its predecessor companies have been providing energy consulting to BRCPC since 2006 . Enel X’s responsibilities include assisting in 1) development of the risk management strategy, 2) development and design of the purchasing structure, 3) development of purchase provisions of the Master Energy Supply and Purchase agreement, 4) assistance in development of the RFP to procure the Contractor, 5) ongoing forward price commitment purchases, 6) ongoing risk management and measurement, 7) energy budgeting and 8) periodic reporting on portfolio performance, risk management strategy and fixed rate purchases to the BRCPC Energy Board and their members.
