This is a request for Quotes for battery backup equipment. The Naval Research Laboratory requires four (4) Emergency Battery Backups, each meeting the following specifications:





5000 watts of Single-phase power with a 4.8 KWH battery bank



120VAC Input/120VAC Output



(6) 20A breakers.



Input conductor size 6 AWG, output conductor size 12 AWG



Surge wattage 10,000





Please submit quotes to the points of contact listed in this announcement prior to the deadline.



In response to numerous vendor questions the deadline for quote submissions has been extended. Q&A with vendors is provided below:





Runtime Expectation – Is there a minimum required runtime (in minutes/hours) at the 5,000 W load? This is load dependant. This configuration of batteries has a 4.8kWh capacity, so given a 50A breaker at 120VAC = 6000w, at maximum draw that would be 0.8 hrs, but typically the unit is expected to last a minimum of 4 hrs. The capability of integrated battery expansion is also a feature necessary to this unit, so this runtime number could be expanded by 3X by adding a battery module chassis.





Breakers – Should the six (6) 20A breakers be integrated into the UPS chassis, or may they be provided via a separate distribution panel? Yes, the (6) breakers are an integral aspect of the UPS chassis.





Scope – Please confirm this is a procurement-only requirement (equipment delivery only), with no installation or commissioning expected. Equipment delivery only





Certifications – Are there any specific standards required (e.g., UL, NFPA, MIL-STD, TAA compliance)? At minimum, Inverter: UL 1741, Battery: UL 94V-0

Brand Requirement – Are you seeking a specific brand of battery backup equipment, or will products that meet or exceed the listed specifications be considered acceptable? Medi-products SSH 5040 unit meets specification and space requirements





Input Voltage



At 5000 W continuous, a 120 VAC input would draw approximately 42 A. Standard commercial battery backup systems of this capacity typically require 208–240 VAC input. Unit specifications for Input are 50A, 120VAC, single phase 60 Hz, but 240 VAC, single phase only would be acceptable. Output must be 120 VAC, six 20A integrated breakers





Could the Government confirm whether 208–240 VAC input is acceptable, with the system providing 120 VAC output, or must the system operate on 120 VAC input only? The unit could use 240 VAC, single phase input. Output must be 120 VAC, six 20A integrated breakers.





20 A Breakers



Must the six (6) 20 A breakers be integrated within the battery backup unit, or may they be provided in a separate PDU or panelboard fed from the unit’s hardwired output? Breakers should be integral to the battery backup unit.





Do the breakers need to serve a specific receptacle type (e.g., NEMA 5-20R), or is general circuit protection acceptable? Receptacles will have isolated electrical grounds.





Output Conductor Size



When the RFQ specifies “output conductor size 12 AWG,” does this refer to each branch circuit conductor from the breaker to the outlet? Yes





Is it acceptable for the UPS to have a larger hardwired output conductor feeding a PDU with 12 AWG branch circuits downstream? No, the (6) breakers should be integral to the Battery backup chassis.





Battery Chemistry



Does the Government have a preferred battery chemistry (e.g., AGM/VRLA, Lithium-Ion, LiFePO4), or are all commercially available chemistries acceptable? Typically, AGM Lead-Acid.





Can you please provide the delivery address to estimate shipping cost. Is inside delivery needed with lift gate services, is there a loading dock? Attn: Matt Krupa, US Naval Research Laboratory, Bldg F-14, Key West, FL 33040, Forklift available.





Could you please confirm the required size of cable, Input conductor 6 AWG, output conductor 12 AWG? Use NEC requirements for Input: 50A, 120 VAC, and (6) 120 VAC 20 A branch circuits.





UPS class — Do you require true UPS (double-conversion, UL 1778) or will a standalone inverter/charger (UL 1741 class) meet the need? (Major equipment cost driver.) UL 1741 is acceptable.





Runtime target — Minimum runtime and load level (e.g., 50% load for 90 min vs 100% for 45 min)? (Determines battery size/cost.). Battery should have 4.8 KWh capacity. 0.8 Hr runtime at Max load.





Surge requirement — 10 kW surge duration/crest factor expectation? (Affects inverter selection/cost.) That is acceptable





Enclosure rating — NEMA 1 (indoor) acceptable, or NEMA 3R/4X required? (Cabinet & corrosion protection cost.) NEMA 1 is acceptable.





Distribution — Six 20 A outputs to hardwired circuits or NEMA 5-20R receptacles? Any GFCI/AFCI needed? (Hardware & labor.). Just (6) integrated 120 VAC, 20A breakers. Standard type.





Monitoring — Local HMI only or networked (SNMP/Modbus TCP)? Any cybersecurity controls? (Gateway/licensing/integration.) Only Local HMI





Compliance level — System-level UL 9540 required, or UL-listed subassemblies acceptable (inverter UL 1741/458, battery UL 1973)? (Certification and model options.) At minimum, Inverter: UL 1741, Battery: UL 94V-0





Installation scope — Quote supply-only or include on-site install & commissioning as a separate CLIN? (Labor/materials, schedule.) Supply only





Logistics — Exact ship-to address, dock hours, and need for liftgate/inside delivery/badging? (Freight & site labor.) Attn: Matt Krupa, US Naval Research Laboratory, Bldg F-14, Key West, FL 33040, Forklift available.





Schedule — Required delivery date or expedite constraints? (Expedite fees & sourcing.) 6-8 wks





Are you replacing an existing system? Can you share details on what that system entails so we can find a best fit replacement? It is not replacing an existing system.





Do you require a rugged, fully isolated solution? Yes





Will this be a 19” rackmounted solution? Are there any height restrictions? Unit is wall-mounted. - Unit Dimensions: not to exceed 14” w x 75” h x 12” d.







Is this part of larger potential program need or just a one-off purchase? One off purchase





Do you expect this will need any NAVSEA S9310 certification for the batteries? We have been certified on few different programs in the past – DCGS-MC, CDN, COC, DDS-M. Not expected.
