Market Feasibility Study for Fiber-to-the-Home Expansion
The City of Osceola invites qualified consulting firms to submit Statements of Qualifications (SOQs) to perform a comprehensive market feasibility study for building out a City owned fiber optic loop to provide fiber-to-the-home (FTTH), fiber to business/industry, and fiber to government network connections.
The selected firm will evaluate the community’s current and projected demand for high-speed broadband, assess market conditions and competitive providers, analyze potential adoption rates, and recommend viable business models for implementation. The study should include:
• Assessment of residential, commercial, and institutional broadband needs;
• Competitive landscape analysis, including service gaps and pricing comparisons;
• Market demand forecasts for FTTH services; and
• Recommendations on service delivery models, pricing structures, and outreach strategies.
Firms responding to this RFQ should demonstrate relevant experience in broadband market analyses, economic modeling, and municipal infrastructure projects. Submissions should highlight team qualifications, previous similar studies, project approach, timeline, and references.
