Project Title: MORGAN CREEK AERIAL REPLACEMENTS PROGRESSIVE DESIGN-BUILD PROJECT
Description: This Request for Proposals (RFQ) for Progressive Design-Build Services for the design and construction of the Morgan Creek Aerial Replacement (Project) is issued by Orange Water and Sewer Authority (Owner) to invite the submittal of Proposals according to the requirements set forth in this RFQ. The Owner is planning improvements to seven (7) gravity sanitary sewer aerial crossings located along Morgan Creek. In 2023 a condition assessment of these aerial crossings was completed after multiple failures occurred over the last several years. These seven (7) crossings were reported as critical for immediate action to avoid future failures and sanitary sewer overflows within Morgan Creek. Defects identified in the report include but are not limited to manholes partially or nearly exposed in the creek bank, significantly deteriorated pipe walls, and exposed pier bases. The Project will include the planning, design, and construction necessary to place the Project in full operation according to requirements contained herein. The Project is to be delivered in two phases, using the progressive design-build delivery method, as follows: · Phase 1 Services (preconstruction phase): Prepare design to 60-percent complete, as described in Draft Progressive Design-Build Agreement (Agreement) (Scope of Design-Builder Services), and prepare a Phase 2 Services Proposal including a Guaranteed Maximum Price (GMP) for consideration by the Owner; and · Phase 2 Services (final design and construction phase): Complete design, construction, and post-construction tasks, including required testing, and any applicable operator training and support.
