Sealed proposals for Belfast Keller Road Improvements from Interstate 95 to Cranston Bluff Road owned by Bryan County Board of Commissioners will be received by Community Development (Attn: Kirk Croasmun) at 66 Captain Matthew Freeman Drive, Richmond Hill, GA 31324 until 11:00 AM on Tuesday, October 29, 2024, at which time they will be publicly opened.

The project consists of the following generally described work:
Belfast Keller Road Improvements from Interstate 95 to Cranston Bluff Road
The project consists of roadway improvements to Belfast Keller Road from the eastern roundabout of the I–95 interchange to the new high school site located approximately 6,100’ east of I–95. The widening will be from an existing two–lane section to a six–lane up to Great Ogeechee Parkway, then transition to a four–lane divided section to the school. The improvements are being completed to accommodate the coming growth at the interchange and along the corridor. The design will include 2 full access intersections, a roundabout at Heartwood Avenue, and one R–CUT at a future access location.

Plans and Specifications are open to inspection digitally or may be obtained from Thomas & Hutton Engineering Co., 50 Park of Commerce, Savannah, Georgia 31405 upon payment of $235.00 (half size) or $445.00 (full size) plus a pdf copy. Bids shall be accompanied by a bid bond or certified cashier's check in an amount not less than 10% of the base bid. All bonds shall be by a surety company licensed in Georgia with an "A" minimum rating of performance and a financial strength of at least five times the contract price as listed in the most current publication of "Best's Key Rating Guide Property Liability." Performance and Payment Bonds, each in an amount equal to 100% of the contract price, shall be required of the successful bidder if contract is awarded. Each Bond shall be accompanied by a "Power of Attorney" authorizing the attorney–in–fact to bind the surety and certified to include the date of the bond.

Owner reserves the right to reject any or all Bids, including without limitation, the rights to reject any or all nonconforming, nonresponsive, unbalanced or conditional Bids and to reject the Bid of any Bidder if Owner believes it would not be in the best interest of the Project to make an award to Bidder, whether because the Bid is not responsive or the Bidder is unqualified or of doubtful financial ability or fails to meet any other pertinent standard or criteria established by the Owner.

A voluntary pre–bid conference will be held at the Bryan County Community Development Conference Room, 66 Captain Matthew Freeman Drive, Richmond Hill, GA 31324, at 11:00 AM on Tuesday, October 10

, 2024. Bidders are not required to attend. All questions shall be submitted in writing to the Engineer by October 15, 2024, at 5 PM. An addendum addressing all questions and comments received by the question deadline will be issued via electronic mail by the end of business on October 22, 2024.
