The City of Greenfield (City) has prepared this Request for Qualifications/Proposals
(RFQ/P) for construction management (CM) services during construction of the City's
new Wastewater Treatment Plant (WWTP), Monterey County, California.
Proposal Due Date: May 8, 2026, 3:00 p.m. local time, via PlanetBids. Any
proposals received after this date/time will be rejected.
Proposal Delivery Location: A Request for Qualifications will be available on the
City's website and on PlanetBids beginning Friday, April 10,2026. Applicants

BACKGROUND
The City of Greenfield is located in the Central Coast region of California in the heart of
Salinas Valley near the Salinas River. It is in northeastern Monterey County, along
United States (US) Route 101, approximately 95 miles south of San Jose. The City has
a total area of 2.1 square miles and is surrounded by unincorporated agricultural land.
Approximately 91% of the City's residents identify as Hispanic or Latino, with a
population of 18,937 recorded in the 2020 U.S. Census. The City is classified as a
disadvantaged community (DAC), meaning that residents predominantly earn below
80% of the State median household income. The City's existing wastewater treatment
plant (WWTP) consists of a primary treatment plant followed by a secondary pond
system, with effluent disposal by percolation ponds. The plant has under-performed in
recent years, and not capable of complying new waste discharge requirements issued
by the Regional Water Quality Control Board (Regional Board).
On September 25, 2020, the RWQCB adopted WDR Order No. R3-2020-0020 for
Discharges from Domestic Wastewater Systems with Flows Greater than 100,000
Gallons per Day (General Order). This General Order includes more stringent effluent

quality limitations to achieve groundwater quality objectives, including an effluent total
nitrogen limit of 10 mg/L. The City will be constructing a new 2.0 mgd modular package
membrane bioreactor (MBR) treatment plant, capable of meeting these more stringent
treatment requirements. The new WWTP will be located on the same site as the
existing primary plant facilities, on the northeast end of Walnut Avenue.
As part of the new WWTP construction, the City has a procurement agreement for the
packaged membrane bioreactor (MBR) treatment modules, that will be manufactured
and installed by Cloacina, Inc., Arroyo Grande, CA. The contract with Cloacina, Inc. will
be assigned to the awarded construction contractor.
This project will receive grant funds through the Clean Water State Revolving Fund
(CWSRF), and the funding Agreement was issued April 8, 2026. Once an agreement is
finalized with CWSRF the District intends to issue bid documents for construction, with
construction award anticipated Fall 2026 at the earliest. The City desires to have the
CM team on board by summer 2026, to begin early tasks that may include value
engineering, final plan check reviews prior to bid, and assisting the City with various
tasks including permitting, environmental compliance and other activities related to
construction startup. The Project construction duration (which includes bid period,
construction, close-out/substantial completion, issuance of record drawings/O&M
Manuals) is anticipated to be 36 months.
INFORMATION AVAILABLE
Consultants are encouraged to review current available project-related information
electronically; such documents will be made available by download via PlanetBids. A
site visit to the existing WWTP site may be conducted only during the day of the pre-
proposal meeting. This site visit will be conducted with all consultants as a group; no
individual site visits will be accommodated. Consultants shall be prepared to caravan in
their own vehicles to the WWTP site location, guided by City staff and the City Engineer.

INQUIRIES DURING PROPOSAL PERIOD
Consultants must direct all inquiries to the City through the PlanetBids portal. All
inquiries will be responded to via PlanetBids. The origination of the questions will not
be disclosed. All inquiries must be received no later than May 1, 2026 (close of
business) in order to receive responses from the City. Inquiries received after this
deadline will not be considered or responded to.
Each proposal team will be allowed one 1-hour web-based teleconference meeting with
the City, separate from the pre-proposal meeting to get further acquainted with the
Project and City staff. Arrange for such meeting through Alejandra Gil-Mares, via email,
at the email address indicated earlier in this RFQ/P. Individual meetings with
subconsultants will not be accommodated; however, subconsultants may participate in
this single web-based teleconference meeting.
MANDATORY PRE-PROPOSAL MEETING
A mandatory pre-proposal meeting will be held on Thursday, April 23, 2026 from
10:00 a.m. to 11:00 a.m., in the City Council Chambers, located at 599 El Camino
Real, Greenfield, CA 93927. Attendance is mandatory (in-person or by
Teams/web-based meeting platform is acceptable) for all prime consultants, but is
not mandatory for subconsultant team members. The City will present an overview of
the project and will review the proposal requirements. The City will answer any
questions from attendees during the meeting; however, only written amendments to this
RFQ/P will be considered official modifications to this RFQ/P. Consultants are
encouraged to visit the project site immediately following this pre-proposal meeting to
acquaint themselves with the project. The City will take Consultants to the existing
wastewater plant site, as well as the existing effluent disposal fields.
ADDENDA TO RFQ/P
Through the course of the proposal development, consultants may raise questions
concerning the RFQ/P, which may impact proposals. The City will issue addenda (via
PlanetBids) as necessary to further clarify the requirements and expectations of the
RFQ/P. The City reserves the right to issue addenda up to 5 business days prior to the
due date of the proposal, without time extension of the proposal due date. At the time
each addendum is issued, consultants shall acknowledge receipt by immediately faxing
the acknowledgment form (included with the addendum) to the City.

PROPOSAL REQUIREMENTS
Submit One Proposal. Prime consultants shall be limited to only one proposal/project
team for the Project. Subconsultants, however, may be included in multiple proposals
with various prime consultants.
Proposal Rejection or Withdrawal. Late proposals (submitted after the specified due
date/time) shall be rejected by the City, and returned un-opened to the Proposer. The
City reserves the right to accept or reject any or all proposals. Proposals may be
withdrawn by a signed written request submitted to the City at any time prior to 5 p.m. of
the due date of the proposal.
Project Manager. The Project Manager shall be the same person named as Project
Manager in the Proposal, and shall be dedicated to this Project as appropriate to
execute the project in a timely and effective manner. Should the designated Project
Manager not be able to fulfill this commitment during the course of the Project, the
Consultant shall notify the City within 10 working days of proposed personnel change,
and shall submit the qualifications of the new proposed Project Manager, subject to
approval by the City.
Agreement. Upon being selected for this Project, Consultant and City will negotiate
terms and conditions identified in Consultant's proposal. The City's standard
Agreement is included as Attachment A. The City will negotiate such requirements with
the selected Consultant; however, the Proposer shall bear in mind that should a funding
agency used by the City require specific terms and conditions not included in City's
Agreement, Consultant shall abide by all funding agency requirements without
exception. This Agreement and RFQ/P is for providing construction management
services for the construction of the Greenfield WWTP Upgrade.
Agreement Execution. The selected consultant shall execute the written contract with
the City within 10 working days after notice of award has been granted by the City.
Failure to accept and execute the Agreement will cancel the notice of award, and the
City will continue negotiations with the next highest ranked firm.
Proof of Insurance. Consultant shall provide proof of insurance in the form, coverages,
and amounts specified in the Agreement within 7 working days following notice of
contract award. Such insurance proof shall be a pre-condition of contract execution.
PROPOSAL FORMAT
General. Proposals shall be prepared in accordance with the format specified in this
section. Proposals that do not follow this format will be subject to rejection by the City.

* Letter of Transmittal. Provide a brief transmittal letter (2 pages maximum)
transmitting the proposal to the City.
* Table of Contents.
* Section 1. Project Understanding and Approach. Provide your team's
understanding and approach to the overall project. Discuss issues and
concerns, and express your ideas and methodology on how best to approach
and execute the project. Include your approach to project management,
teamwork, participation and facilitation of Partnering and Value Engineering
sessions, Contractor Incentives, communications, quality assurance/control,
and cost and schedule controls. Describe your team's experience with various
funding agencies for similar type projects.
* Section 2. Project Team/Qualifications. Provide an organization chart
showing your CM team, organization/lines of communication, and team
member qualifications germane to this project. Clearly state your proposed
project manager and Construction Site Manager, and corresponding
qualifications. Include all subconsultants as part of the proposed team, and
describe your past working relationships with each subconsultant. Include on
your team a Certified Value Specialist (CVS), and Partnering Facilitator
meeting the requirements stated in the Scope of Work. Full resumes shall be
placed in Appendix A. Team member references shall be included in
Appendix B. Provide a minimum of three references, two of which must be
for the proposed Project Manager, and one of which must be for the proposed
Construction Site Manager. State the contact/agency name, brief
title/description of project, contact telephone number.
* Section 3. Relevant Project Experience. Provide your team's relevant
project experience as it relates to the nature of this project, including the
experience of proposed subconsultants. Include municipal construction
projects of similar nature, magnitude and complexity to this project, and
including similar experiences with grant funded projects, Partnering, and
Value Engineering. Provide the year(s) the Work was performed, and identify
key team members and their roles on the project. Projects listed should be
specifically relevant to key aspects of the City's wastewater treatment plant
upgrade Project.
* Section 4. Scope of Services. Provide a detailed scope of services for the
project. Embellish on the scope outline in this RFQ/P.

Proposal Length. The City has no required proposal length; however, the City requests
Proposers to only include information germane to the Proposal.
Other Requirements. The four hard copies of proposals shall be comb-bound or spiral
bound. Minimum font size for text shall be 11 point, except for headers, footers,
footnotes, etc.
PROPOSAL RANKING CRITERIA
Proposals will be ranked by the City based on established ranking criteria. The value of
each criterion is stated immediately following each criterion. Criteria and relative "point"
values are as follows:
* Project Understanding and Approach, 25 points
* Team qualifications, 25 points
* Staffing Resources, 20 points
* Responsiveness to RFQ/P, 20 points
* Local Presence, 10 points
All proposals will be ranked on these criteria, and a short-list of three firms will be
chosen. If interviews are warranted, the City will select the interview times at random,
and will notify each team as to their respective time slots for interviews. You must

reserve the scheduled date (5/20/26) for the interview, no exceptions. The
interviews, if warranted, will consist of a one-hour interview session (likely by
Teams/Zoom Meeting, but to be determined by City after short-list is selected) which will
include a 30 minute presentation by the project team, followed by a half-hour question
and answer period. The top three candidates will be interviewed (if warranted), and the
top firm selected based on the outcome of the respective proposals and interviews. The
top-ranked firm will then enter contractual and fee negotiations with the City, and should
the City and top-ranked firm not satisfactorily negotiate the agreement, the second-
ranked firm will enter negotiations, and so forth.
OVERVIEW OF SCOPE OF SERVICES
CM firm shall prepare a scope of services to provide CM services during construction of
the City's new WWTP upgrade Project. CM firm's scope of services shall anticipate
ancillary technical services required for funding agencies (State Revolving Fund
Program), and including effort for participating in Partnering and Value Engineering
sessions. CM firm shall anticipate an overall construction phase schedule of 36
months, inclusive of the bid period, and an additional 3 months at the beginning of the
Contract between City and CM Firm, to conduct value engineering and constructability
reviews with the City and Design Team.
GENERAL SCOPE ITEMS
General Management. Provide general management tasks/functions as follows:
1) Administer the Construction Contract.
2) Manage and coordinate all aspects of the Project, inclusive of services identified in
this RFQ/P.
3) Coordinate with City staff, Design Team, multiple contractors and Vendors when
applicable, agencies, and Project stakeholders.
4) Act as liaison between Contractor, City, and City's Design Team.
5) Coordinate design changes with Contractor, City, City's Design Team., and
CWSRF staff.
6) Assist the City in the timing and content of public outreach activities including but
not limited to assisting with press releases, project impact coordination, and media
requests. Participate in public outreach activities upon request.
7) Provide Construction Management Software (such as Procore or other approved
equal) for the entire duration of the project to track project documents (RFI's,
Submittals, Change Orders, Photos, etc.).
Project Coordination. The CM Firm will function as an extension of City staff, will
advocate for the City and the Project, and will be expected to manage the day-to-day
operations of the Project in accordance with the project plans and specifications, and
including grant/loan program administration assistance. The Consultant will prepare all

construction-related documents necessary for approval by the City and coordinate with
City staff for necessary direction and signatures and transmit all final documents to the
Contractor upon approval, and where applicable, signature by the City. The CM Firm
shall keep the City and Design Team informed of all current and future planned
construction activities and work diligently to resolve all contract deviations and schedule
changes that may occur throughout the project to keep the project on schedule and
within budget. The City will maintain ultimate project control and will make all final
determinations after being advised by the CM Firm with respect to approvals, rejections,
pay items and quantities, work change directives, contract change orders, right-of-way
and other claims, stop work, and other pertinent job functions.
Necessary communications will include emails, phone calls, and recurring project
meetings with the Contractor. City representatives and Design Team will periodically
attend these meetings to stay informed of the project conditions. The CM Firm will
routinely meet independently with the City, at the Project site or City Offices, to discuss,
plan, and resolve project components requiring action.
In addition to the services covered under this RFQ/P, the City has retained additional
consultants to support the construction phase of this project and it is expected that the
selected CM Firm will coordinate as necessary throughout the project, especially as it
pertains to necessary site visits and inspections based on the Contractor's 3-Week Look
Ahead Schedule:
1) Coordinate with the City's environmental consultant to ensure compliance with the
Project's environmental commitments (ex. Mitigation Monitoring and Reporting
Program (MMRP), Storm Water Pollution Prevention).
2) Coordinate with the Design Team and City for submittal reviews, request for
information (RFI) responses, design changes, change order evaluations, and
completion of record drawings. Include routine and periodic site visits for on-site
observations for select critical aspects of work and punch list walks.
3) Coordinate with the MBR Vendor (Cloacina, Inc.) and Contractor for items related to
the installation of the MBR treatment plant modules and associated equipment.
4) Coordinate with City of Greenfield Building Inspector and Contractor, for various
special inspections required during construction of Project buildings/structures. Also
coordinate with Monterey County DPW for work in County right of way (Walnut
Avenue). Although Contractor is ultimately responsible to schedule and request
timely inspections, CM Firm shall provide oversight and cross-checks to help ensure
such Inspections are properly scheduled and executed.
5) Coordinate with, and provide qualified materials testing firm to meet various testing
requirements of the Project.
Labor Compliance. The CM firm will be expected to perform general oversight of labor
compliance in accordance with the Local Assistance Procedure Manual LAPM and the

Department of Industrial Relations (DIR). Labor compliance includes, but is not limited
to, spot-checking payrolls to ensure compliance with State and Federal prevailing wage
rates, spot-checking electronic certified payroll reports (eCPR) uploaded to the DIR
website, cross-checking reports, performing monthly on-site labor interviews, and
payrolls and wage rates to determine the Contractor's and all sub-Contractor's
compliance. Conduct labor compliance and certified payrolls reviews and provide
approvals with the Contractor's monthly progress payment.
CWSRF Grant/Loan Support. This Project will be funded under the CWSRF Program,
and as such, the selected CM firm will provide various support activities to the City to
assist with overall grant/loan administration and compliance with the program grant/loan
requirements. The City will remain as the lead on the grant administration and reporting
process. CM Firm shall include budget to assist with various grant administration
activities throughout the duration of the bidding and construction phase of the Project.
This budget should be clearly identified in an individual line item or task within the CM
Firm's Proposal. Such activities may include, but not be limited to, the following:
* Assistance with filing and maintaining various grant documents including
administrative documents, procurement documents, submittals, and other
documents pertaining to the compliance with funding requirements.
* Periodic updates to the City to assist with grant reporting and updates.
* Meeting CWSRF program requirements for achieving Approval to Award.
* Coordinating and documenting environmental mitigation activities required by the
mitigation monitoring program.
* CWSRF and Federal Funding Requirements. Overseeing and ensuring
compliance with and documentation of, various program funding requirements,
including documentation that requirements of the Build America, Buy America
Act (BABAA) and American Iron and Steel (AIS) are met. This will include review
of the front-end procurement documents prepared by Design Team to verify all
other required federal procurement provisions such as Davis-Bacon, Project
Signage, and other requirements are met.
* Other grant/loan administration activities upon request.
Task 1: Pre-Construction Phase
1.1 Kick-Off Meeting - At the commencement of the Project, attend a "kick-off'
meeting with the City and the Design Engineer to become familiar with the scope of
work and the City's expectations for overall CM during construction. A the kickoff
meeting, present to the City your proposed Construction Management Plan along with
templates proposed for use while administering the construction contract (e.g. submittal
tracking log, daily inspection report, potential change order, meeting minutes, RFI
tracking log, etc.). This meeting will be held at the City Hall (Council Chamber).

1.2 Constructability Review - Conduct a detailed and comprehensive
constructability review of the 100% design submittal. The review shall include the City's
front-end procurement documents (notice inviting bids, bid form, instructions to bidders,
general conditions, supplementary general conditions, etc.), technical specifications,
contract drawings, and pre-purchased equipment specifications and shop drawings. The
construction manager and resident/field engineer(s) assigned to the Project will
participate in the constructability review. All comments shall be neatly organized and
tabulated in a formal submittal to the City. This constructability review must be
expedited so as to allow the City and design team the time to address comments and
prepare for the bid phase of the Project. Conduct a constructability review workshop
with the City and design team, in conjunction with Task 1.3 Value Engineering.
1.3 Value Engineering Workshop. Provide a qualified Facilitator to conduct and
facilitate a Value Engineering (VE) workshop, with the Owner (City), Design Team
(Hydroscience, Inc.), and CM Team. One of the main points of emphasis will be to
promote cost incentivization for a successful Project.
The CVS shall be a qualified, independent VE Specialist recognized in the Society of
American Value Engineers (SAVE) to lead a VE Workshop in accordance with CWSRF
requirements. The VE sessions will take place at the City offices, in City Council
Chambers or other designed meeting room provided by the City. The VE session will
be closely integrated with constructability review comments from Task 1.2.
The CVS Team Leader will be required to:
* Develop the Draft VE Study Charter.
* Facilitate the VE study/workshop. Participants should include the Design
Team Project Manager, City of Greenfield (Public Works Director, City
Manager), Environmental Consultant (if available), and other key outside
project stakeholders (to be identified by City).
* Complete the Preliminary VE Study Report with input/review of VE Team
and technical reviewers, and with the following items:
A distribution list for the VE reports must be developed with the Project

Manager.
Submit Preliminary VE Study Report as an electronic copy; no more
o
than 1 week following Initial VE Presentation, as specified in the report
distribution list. Preliminary VE Study Report will be an electronic copy
in PDF format.
Coordinate with City on the project stakeholders' responses to the
o
Preliminary VE Study Report and prepare for an implementation
meeting to resolve the disposition of the VE alternatives and finalize
the VE study reportables (costs, performance, and value indices).
