City of Des Arc, Arkansas EECBG-168 City Hall Project
Energy Efficiency and Conservation Block Grant (EECBG) Program
Sealed bids from properly licensed contractors for construction-related energy efficiency improvements for the City of Des Arc City Hall Project will be received by the City of Des Arc, Arkansas, at:
Des Arc City Hall, 107 S. 3rd Street, Des, Arc, AR 72040 until 2:00pm on July 9, 2026, and then publicly opened and read aloud.
The scope of work consists of the following construction and/or installation work:
The City of Des Arc will implement the Heating and Cooling Retrofit Project to improve energy efficiency and safety at Des Arc City Hall by replacing outdated, inefficient, and hazardous HVAC systems with modern, fully electric heat pump units. The project will upgrade electrical systems, insulation, and lighting to ensure compliance with modern standards and enhance occupant comfort.
The project is funded in whole or in part by federal funds provided through the U.S. Department of Energy Energy Efficiency and Conservation Block Grant (EECBG) Program. The successful bidder and all subcontractors shall comply with all applicable federal requirements, including but not limited to 2 CFR Part 200, 10 CFR Part 600, DOE EECBG requirements, Davis-Bacon and Related Acts requirements as applicable, SAM.gov eligibility, civil rights requirements, record retention and audit access requirements, and other provisions included in this bid package.
This project is covered under the Small Grants Waiver issued by the U.S. Department of Energy (DOE) pursuant to the Build America, Buy America Act (BABA) requirements under the Infrastructure Investment and Jobs Act (IIJA). Under the Small Grants Waiver, BABA requirements do not apply when the total project cost is less than
$250,000.

The City reserves the right to waive informalities, reject any or all bids, and award a contract in the best interest of the City consistent with applicable law and federal award requirements. Bidders may not withdraw bids within thirty (30) calendar days after the bid opening. Bid security, bonding, insurance, SAM.gov registration, and other requirements are set forth in the bid documents.
