Brookhaven Science Associates, LLC (BSA), operator of Brookhaven National Laboratory (BNL) under contract with the U.S. Department of Energy (DOE), is issuing this Sources Sought Notice for market research purposes only. This is not a solicitation for proposals, quotations, or bids.
BSA is seeking qualified firms capable of providing analytical fuel oil testing services in support of Building 610 operations located at Brookhaven National Laboratory in Upton, New York.
The purpose of this notice is to identify capable and qualified businesses that can provide laboratory testing services for #2 and #4 fuel oil required to support New York State Department of Environmental Conservation (NYSDEC) regulatory compliance and quarterly reporting requirements.
The anticipated scope of work includes, but is not limited to, the following:
• Regulatory fuel oil testing of #2 fuel oil
• Regulatory fuel oil testing of #4 fuel oil
• Testing and reporting required by NYSDEC
• Laboratory analysis of samples collected from designated fuel tanks and/or during fuel deliveries
• Environmental compliance related to sample retention and disposal
The anticipated testing frequency is approximately:
• Five (5) tests annually for #2 fuel oil
• Three (3) tests annually for #4 fuel oil
Testing shall be performed in accordance with applicable ASTM standards including, but not limited to:
• ASTM D2622 or ASTM D4294 – Sulfur Content (%S)
• ASTM D240 – BTU Analysis
• ASTM D976 – Cetane Index (Diesel)
• ASTM 5762 – Nitrogen Content (%N2)
All testing services shall be performed at the contractor’s laboratory facility.
Interested firms shall demonstrate experience and capability in performing petroleum and fuel oil laboratory testing services, supporting environmental and regulatory compliance requirements, and providing timely analytical reporting.
Interested parties are requested to submit a capability statement that includes:
• Company name and address
• UEI number
• Business size and socioeconomic classification
• Relevant experience performing similar services
• Laboratory certifications and accreditations
• Description of testing capabilities and quality assurance procedures
• Typical turnaround times for analysis and reporting
