The purpose of this notice is to notify everyone that the NOTICE ID number for this requirement will change to NOTICE ID number FA527025R0007 for solicitation posting.









The project scope consists of, but is not limited to, providing all field investigations,

surveys, design, plant, labor, supervision, materials, equipment, supplies, transportation,

third-party services, and other work necessary to design and execute construction work defined in

this Statement of Work and the attached documents. The work includes all necessary finishing work

to provide the Government with a final product that is fully functional and leaves no areas of the

facility that appear incomplete or unfinished.



Provide all labor, materials, and equipment necessary to repair four restrooms in Building 95 to

provide a reliable and efficient plumbing system for 18th Contracting Squadron (18 CONS) Office.

Architectural repairs include replacement of interior finishes including ceiling, wall and flooring, replacement of doors, windows, bathroom vanities, specialties such as partitions, and bathroom and janitorial accessories. Reconfigure the existing interior spaces on the first floor to provide minimum clearances, turning spaces, fixture spacing, and stall dimensions to accommodate personnel in wheelchairs. Mechanical repairs include replacement of bathroom exhaust fans and controls, replacement of plumbing fixtures, water heater, entire domestic water runs from fixtures to mains, domestic water risers, vent piping, and sanitary sewer piping from fixtures to mains. Electrical repairs include replacement of lighting fixtures, lighting controls, receptacles, and miscellaneous power for mechanical equipment. Provide temporary bathroom facility and utility connections required for construction. Suspect hazardous materials (hazmat) such as Asbestos Containing Material (ACM) and Lead-Based Paint (LBP) were tested in the work areas. Project includes abatement on positive building materials that will be disturbed by the repairs of the project.



The scope includes the abatement/removal of any ACM, LBP, or any hazardous materials. For

detailed information, see the Section 7 and 8.



If the Contractor determines that materials other than those already identified as ACM/LBP in the

Government-provided records require additional sampling to safety execute the awarded scope, notify

the Contracting Officer, and submit sampling plans. After approval, conduct sampling and analysis

in accordance with the specifications and submit the Asbestos and/or Lead Sampling and Analysis

Results (ASAR/LSAR) to the Contracting Officer for action.Ensure to submit and get approved AHAP/LHAP for the discovered ACM and LBP prior to beginning the

work.



The contractor shall determine the best technical design solution in conformance with current regulations. The design and construction work shall comply with US federal, Department of Defense, Air Force, and 18 Wing criteria, as well as applicable Japan regulatory requirements not specifically stated elsewhere in this project statement of work to provide a complete and usable facility upon completion.
