SUBJECT: Sources Sought for Commercial Interest in the OE35 Wave Energy Converter
THIS IS A SOURCES SOUGHT NOTICE ONLY for the purpose of conducting a market survey for written information only. This is not a solicitation for proposals, and no contract will be awarded from this announcement.
1.0 INTRODUCTION
The Department of the Navy, Naval Facilities Engineering and Expeditionary Warfare Center (NAVFAC EXWC), is conducting market research to identify qualified sources with commercial interest in acquiring the OE35, a 500-kilowatt (kW) wave energy converter (WEC). The device is owned by Ocean Energy USA LLC and is currently moored at the United States Navy’s Wave Energy Test Site (WETS) in Kāne‘ohe Bay, Hawaii. The purpose of this notice is to determine the commercial viability and potential alternative uses/disposition pathways for this asset which has completed its testing program.
2.0 ASSET DESCRIPTION AND CAPABILITIES
The OE35 WEC is a utility-scale device that uses the technologically mature Oscillating Water Column (OWC) concept built into a floating hull.
3.0 REQUIREMENT AND RESPONSIBILITIES
The Government is seeking to identify parties interested in acquiring the OE35 WEC. Interested parties will be fully responsible for providing all necessary resources to uninstall, remove, and transport the OE35 WEC from the WETS facility to their destination of preference. Deployment, operation, and recovery can be completed using standard tugs and marine vessels.

4.0 SUBMISSION REQUIREMENTS
Interested parties are invited to submit a Capabilities Statement of no more than five (5) pages, demonstrating their interest and ability to acquire this device. The statement should include:

Responses should be submitted via email to Matthew Duong via email at matthew.h.duong.civ@us.navy.mil no later than 2:00 PM PST on 16 February 2026. Please use the subject line: "Response to Sources Sought Notice for OE35 WEC".
Since this is a Sources Sought Notice, no debrief, evaluation letters, and/or results shall be issued to participants. No reimbursement shall be made for any costs associated with providing information in response to this announcement or any requests for follow-up information. This notice shall not be construed as a commitment by the Government for any purpose other than market research. Respondents shall not be notified with the results of the research. No telephone calls shall be accepted requesting a bid package or solicitation. There is no bid package or solicitation at this time.
All data in response to this Sources Sought Synopsis marked or designated as corporate or proprietary information will be fully protected from release outside the Government.
