** EFFECTIVE MAY 19, 2026: The government has posted Amendment No. 0001 hereunder this Notice (please refer to the Attachments Section). ** ** This Solicitation Notice, relates to Pre-Solicitation W912P626RA009, and is being issued by the United States Army Corps of Engineers - Chicago District for Upper Des Plaines River and Tributaries Phase II - Aquatic Ecosystem Restoration - Pollack Lake and Hastings Creek (Raven Glen), Antioch, Lake County, Illinois. ** PROJECT DESCRIPTION: The project involves restoring approximately 429 acres of historically significant natural communities, including wetlands, prairies, savannas, woodlands, and stream habitats. Major actions include remaindering Hastings Creek, eradicating invasive plant species, restoring instream habitat, disabling existing agricultural drain tiles, and establishing native plant communities based on site-specific hydrology and topography. Objectives are to enhance native habitat, biodiversity, and ecological connectivity; improve water quality and flood resilience; and expand recreational opportunities. All work will occur on lands owned by the Lake County Forest Preserve District. ** ACQUISITION INFORMATION: Competition for this acquisition is FULL AND OPEN, UNRESTRICTED TOBUSINESS SIZE. The North American Industry System Classification Code is 238910, with a small business size standard in dollars of $19.0 Million. The requirement is for five (5) years. The project specification files are PDF files and can be viewed, navigated, or printed using Adobe Acrobat Reader. ** IMPORTANT POLICY: Contractors are REQUIRED to be registered in the System for Award Management (SAM) AT THE TIME ITS BID/PROPOSAL IS SUBMITTED to comply with the annual representations and certifications requirements. Registration can be completed free of charge at www.sam.gov. Contractors must register with sam.gov, prior to registering with the DoD Procurement Integrated Enterprise Environment (PIEE) system. Your firm must register with PIEE in order to access the solicitation and to place a bid/proposal in response to the Solicitation. Use the PIEE System Registration link: ? https://piee.eb.mil and follow the instructions on their website. Request for Solicitation packages made by telephone, fax, or e-mail will not be honored. **� ** Offeror Inquiries. A. Mandatory use of PROJNET. All bid questions must be submitted via the Bidder Inquiry in ProjNet at https://www.ProjNet.org/ProjNet. Projnet is NOT a substitute for the submission of proposals in PIEE. If Offerors are not a current Projnet registered user then they must self-register into the system. The Projnet call center operates weekdays from 8AM to 5PM U.S. Central Time Zone (Chicago) and maybe contacted via phone a 1-800-428-HELP.B. New ProjNet User Instructions. i. From the ProjNet home page, click on Quick Add on the upper right side of the screen. ii. Identify the Agency. This should be marked as USACE. iii. Enter the Bidder Inquiry Key: 6X8M9H-HUA35S. iv. Email. Enter the email address you would like to use for communication. v. Select Continue. A page will then open stating a user account was not found and will ask you to create one using the provided form. vi. Enter your First Name, Last Name, Company, City, State, Phone, Email, Secret Question, Secret Answer, and Time Zone. Make sure to remember your Secret Question and Answer as they will be used from this point on to access the ProjNet system. vii. Select Add User. Once this is completed you are now registered within ProjNet and are currently logged into the system. C. Previous ProjNet User Instructions. i. Prior user of ProjNet should have received an email any type of password. Use your previously Secret Answer to a Secret Question to log in. ii. From the ProjNet home page linked above, click on Quick Add on the upper right side of the screen. iii. Identify the Agency. This should be marked as USACE. iv. Key. Enter the Bidder Inquiry Key listed above. v. Email. Enter the email address you used to register previously in ProjNet. vi. Select Continue. A page will then open asking you to enter the answer to your Secret Question. vii. Enter your Secret Answer and click Login. Once this is completed you are now logged into the system. viii. From this page you may view all bidder inquiries or add an inquiry. D. Limitations. i. Offerors should review the specification in its entirety and answers to previously submitted inquires in the Bidder Inquiry System prior to submission of a new inquiry. When the technical team answers an inquiry, the system will provide the government response via email to the inquirer. ii. Offerors may submit only one question per inquiry. All inquiries containing multiple questions will be rejected. iii. Information concerning the status of the evaluation and/or award will NOT be entertained. Only questions pertaining to the Contract will be entertained. iv. Government responses are not binding on the Government unless an amendment is issued on PIEE.gov/SAM.gov. In the case of any conflicts, the last posted notice or, if applicable, amendment posted to PIEE.gov/SAM.gov governs. Any changes or revisions to the solicitation Notice will be issued on PIEE.gov/SAM. gov. v.
