The PENTA Building Group on Behalf of California State University, Long Beach (¿CSULB¿)

An Equal Opportunity Employer is requesting, subject to conditions prescribed by CSULB, proposals from potential subcontractors, vendors, or labor providers licensed in the state of California to furnish labor support under the General Requirements scope for the following project:

University Student Union Renovation and Expansion
Project No. 0624SS002 City/Location: Long Beach, CA Owner: California State University, Long Beach Project Architect: Gensler

Overall Project Description: The overall objective of the project is to design and renovate the existing University Student Union (¿USU¿) building, approximately 180,000 GSF. This includes approximately 160,000 GSF of interior area and 20,000 GSF of outdoor covered walkways and seating areas. The project scope also includes the demolition of the existing University Dining Plaza (UDP) building, and the design and new construction of an approximately 61,000 GSF building addition. The new construction is expected to be a Type 1B structure. Project milestone, Onsite Construction, completion is scheduled for May 15 2028. Please include all anticipated wage increases through June 30, 2028.

The University Student Union building is located between ¿upper¿ and ¿lower¿ campus. The street address is 1250 N. Bellflower Blvd, Long Beach, CA 90840. The existing University Dining Plaza Building is located just southwest of the USU. The existing elements primarily include the University Student Union Building, University Dining Plaza Building, and the project site area.

Bid Schedule: Bids will be due Wednesday, September 4, 2025 at 4:00pm PST. Bids must be submitted directly to DCS (CSULB Design and Construction Services). Late submissions will not be accepted and will be deemed unresponsive and rejected.

Scope of Work: Provide labor to support general site maintenance, maintenance of walkways and common areas, Minor protection and temporary barriers, Material handling and delivery assistance, Rough carpentry support including blocking, backing, and safety railings, Temporary fencing and signage maintenance, Safety compliance assistance (fire extinguishers, access paths, etc.), and other day-to-day labor activities as needed throughout the construction lifecycle. Please note that labor needs for the project will fluctuate based on the work being performed. At peak demand, anticipated between August 2026 and May 2028, we expect to need approximately 6-8 laborers and/or carpenters. At no point we anticipate the General Requirements Labor dropping below 2 laborers and/or carpenters.
¿        Please assume that both carpenters and laborers will be utilized on an as needed basis per The PENTA Building Group¿s direction.  Note that PENTA is signatory to the carpenter¿s union, and all carpenters supplied for this project must be union carpenters. Subcontractor/Vendor does not need to be signatory but must supply union carpenters.
¿        All labor must be compensated in accordance with applicable prevailing wage determinations.
¿        Selected subcontractor/Vendor shall submit weekly certified payroll reports.
¿        All workers must be properly classified per trade and scope of work.
¿        Bidder must be registered and in good standing with the CA Department of Industrial Relations.
Proposal Requirements: Please submit hourly Labor rates by classification (See table below). Rates must be fully burdened and inclusive of all costs. No additional markups will be accepted.  Rates must include:
¿        Wages in compliance with the designated prevailing wage rates assigned to this project.
¿        All federal, state and local taxes, FICA, Medicare and all insurance requirements not covered through the Owner Controlled Insurance Program (OCIP).
¿        All home office overhead, including project management, accounting, payroll, safety training and all other supervision and oversight that is required, onsite and offsite.
¿        Successful subcontractor / vendor will be required to provide standard PPE for their employees including but not limited to safety helmets with straps, high visibility vests, gloves, and safety glasses.  OSHA requirements will be strictly enforced along with PENTA¿s safety program and anyone not complying with these requirements will be removed from the job site.
¿        Each employee shall report to PENTA with basic tools including all necessary hand tools and cordless power tools such as a screw gun, impact, grinder, circular saw, and reciprocal saw, Workers shall be provided brooms and shovels by their employer.
¿        All materials will be purchased and provided by The PENTA Building Group.
¿        Exclude cost of Parking.
¿        Bidders shall complete the table below with fully burdened rates for each classification. These rates will remain fixed until the next base rate adjustment issued by the California Department of Industrial Relations (DIR). Any future rate increases shall not exceed the official increases published by the DIR for the corresponding labor classifications and periods. All base rates submitted must meet or exceed the applicable prevailing wage rates as established by the DIR, plus all applicable burdens as noted above. Proposals with labor rates that do not meet or exceed prevailing wage requirements will be considered non-responsive.

Please note that the rates listed in the table above represent the fully burdened actual rates allowable for invoicing, with no additional markups of any kind. Adjustments will only be permitted periodically in accordance with DIR increases, as outlined earlier in this RFP.
The percentages in the table are our best estimate of labor needs and will be used primarily to calculate the total weighted labor cost for bid evaluation. While we will make every reasonable effort to maintain these distributions, actual labor usage will vary based on project needs. There is no guarantee that any classification will be used at the estimated percentage during construction.

Subcontract Review and Comment: Bidders to review and comment on sample subcontract. Comments provided after this RFP stage will not be considered and it will be assumed bidder will execute the contract documents without exception. Bidders will commit to good-faith effort to reach mutually agreeable contract terms

Contract Award Process: Proposals will be reviewed for completeness, and the lowest responsible and responsive bidder will be selected.

The lowest bid will be determined based on the following formula:
Total Weighted Labor Cost = (R1×W1)+(R2×W2)+(R3×W3)+¿¿¿
Where:
Rn = Bidder¿s fully burdened straight hourly rate for classification n
Wn = Estimated weight (as a decimal, e.g. 40% = 0.40)

Award:
The contract will be awarded to the bidder with the lowest Total Weighted Labor Cost.

Note that Overtime and double-time rates are excluded from both the calculation formula and the final amount used for the award. However, if the project is awarded, these rates will be the actual rates applied and may only be adjusted in accordance with DIR rate increases. Overtime and double-time will only affect base labor rates; fringe benefits are paid at the straight-time rate for all hours, including OT and DT.

PENTA reserves the right to disqualify any bid that appears unbalanced or includes rates that are unreasonably low in one or more labor classifications. Bids must reflect fair, competitive, and compliant pricing in accordance with prevailing wage requirements

Mandatory DVBE Participation: This project has a mandatory three (3) percent participation for disabled veteran business enterprises (DVBE) pursuant to the California state law for state contracts. Therefore, we encourage DVBE subcontractors and vendors to participate in this bidding effort. A five (5) percent bid advantage, calculated based on the total weighed labor cost, may be provided for firms that have been certified as a ¿Disabled Veteran Business Enterprises¿ by the California Department of General Services.

SBE Participation: This project has a GOAL of twenty-five (25) percent participation for small business enterprises (SBE). Therefore, we encourage SBE subcontractors and vendors to participate in this bidding effort. A five (5) percent bid advantage, calculated based on the total weighed labor cost, may be provided for firms that have been certified as a ¿Small Business¿ by the California Department of General Services or that qualify as ¿Non-Small Business¿ by subcontracting a minimum of 25% of their scope to small business firms that are certified Small Business by the California Department of General Services.

This project will be enrolled in an Owner Controlled Insurance Program (OCIP) during construction. Successful Bidders will participate in this program. Bidders are required to exclude from their bid price only the cost of coverage provided by the OCIP Program. Refer to the OCIP Manual provided with the RFP for details.

The PENTA Building Group reserves the sole right to waive any irregularities or requirements, or provide additional opportunities to prequalify, if insufficient responses for prequalification are received.
