The U.S. Army Corps of Engineers (USACE), Humphreys Engineer Center Support Activity (HECSA), is expecting to is-sue a solicitation for Online Programming for Continuing Legal Education (CLE) credit in support of Corps of Engineers Automated Legal System (CEALS). The purpose of this Request for Information (RFI) is to gather industry comments, suggestions or questions before the release of the solicitation. This RFI is for market research purposes only with the intent to identify vendors that are interested and capable of performing the requirements listed in the attached DRAFT Product Description (PD).
CLE credit is required for most attorneys to maintain their licenses to practice law, including attorneys employed by USACE.
The applicable NAICS code for this requirement is 611430 - Professional and Management Development Training.
In response to this email, please provide the following information:
1. Name of the firm point of contact, phone number, email address, CAGE code, SAM UEI number, small business status as listed in the System for Award Management and the corresponding NAICS code.
2. Company's technical capability to perform a contract of this scope and complexity to include, but not limited to:
a. Comments on the attached draft PD.
b. Demonstrate your company has the resources, personnel, and equipment necessary to perform the required services described in the draft PD.
c. Provide three examples of similar projects in terms of scope, size and complexity provided to any Federal Government customer and brief description for each example.
d. Identify challenges and risks associated with meeting the requirements listed in the draft PD and how your organization would minimize those risks.
e. Do you have access to exclusive third-party content, e.g., Thomson Reuters (Westlaw) or RELX, Inc. (Lexis+) content?
f. Does your platform have the capability to track CLEs completed outside of your environment, e.g., attorney participates in in-person training held by their state bar association?
g. Does your platform have the capability to notify users that the deadline for completing CLE credit is approaching?
3. A rough order of magnitude estimate for the entire project.
4. Other Considerations: Is there anything else your company believes the Government should consider prior to re-leasing a formal solicitation?
