This is a Pre-Solicitation notice (synopsis) for a procurement in accordance with FAR Part 5.203; to provide notice that the Government contemplates the award of a single small business for a sole source Indefinite Delivery Indefinite Quantity (IDIQ) contract as noted in the attached Justification for Other Than Full and Open.

Description:





The National Highway Traffic Safety Administration (NHTSA) is an agency of the U.S. Department of Transportation (DOT). NHTSA’s mission is to save lives, prevent injuries and reduce traffic-related health care and other economic costs. The agency develops, promotes, and implements effective educational, engineering, and enforcement programs with the goal of ending vehicle crash tragedies and reducing economic costs associated with vehicle use and highway travel.





NHTSA expects to conduct a variety of crash tests including, but not limited to, frontal, rear, oblique, side moving deformable barrier (MDB), and side pole impact test modes. NHTSA will also conduct various crash avoidance tests, static and dynamic rollover tests, air bag out-of-position low risk deployment tests, and Ease of Use assessments for child restraints. In addition, NHTSA expects to conduct multiple special engineering studies and research relating to Federal Motor Vehicle Safety Standards (FMVSS), crash avoidance technologies, automated vehicles, new crash test dummies, new crash tests, child restraint systems, electric vehicles, vehicle defects, etc.





The Contractor shall support NHTSA’s testing efforts by providing test vehicle purchasing, leasing, shipment, and coordination services to several offices within NHTSA including, but not limited to NHTSA’s Office of Vehicle Safety Research (NSR), Vehicle Research and Test Center (VRTC), Office of Enforcement, Vehicle Safety Compliance (OVSC), Office of Defects Investigation (ODI), Office of Rulemaking (NRM), and New Car Assessment Program (NCAP).





The Contractor shall provide all facilities, services, materials, supplies, and equipment (except government furnished property) required for contractor support needed to purchase vehicles for crash testing, lease vehicles for crash avoidance testing, and shipping vehicles to various NHTSA laboratories and other laboratories located in the Continental United States to support the needs of NHTSA’s program offices. Specifically, the Contractor will provide the following:



Vehicle Purchasing:



The Contractor shall purchase new and used vehicles for various NHTSA testing programs and provide on-time delivery of these vehicles to several testing laboratories located throughout the continental United States. The specific destination(s) or strategy for selecting destination(s) will be provided through delivery orders.





Vehicle Leasing:



The Contractor shall lease test vehicles for various NHTSA testing programs and provide on-time delivery of these vehicles to several testing laboratories located throughout the continental United States. The specific destination(s) or strategy for selecting destination(s) will be provided through delivery orders.





Vehicle Shipping:



The Contractor shall provide services to transport untested and crash-tested vehicles between test labs or other designated locations, within the continental United States. The specific shipping information will be provided through delivery orders.





Test Coordination:



For vehicles purchased or leased specifically for NCAP, the Contractor will also be responsible for coordinating vehicle delivery and test schedules at all designated NCAP laboratories. The specific test coordination will be provided through delivery orders.





The solicitation will result in a single Indefinite Delivery Indefinite Quantity (IDIQ) contract, whereby Firm Fixed Price (FFP) and/or Fixed-Price Economic Price Adjustment (FPEPA) Delivery Orders shall be issued to procure, lease and ship vehicles in a timely manner to NHTSA test laboratories so they may be used for NHTSA research, enforcement, and consumer information testing.





Solicitation Information:





The Government contemplates the award of a single sole source Indefinite Delivery Indefinite Quantity (IDIQ) contract as noted in the attached Justification for Other Than Full and Open (JOTFOC) competition.





Period of Performance: Eighteen (18) months consisting of one (1) twelve (12) month base period with one (1) six (6) month Option Period.





Contract Award: The anticipated award date for the resultant contract is expected to be on or about September 2025
