The City of Alhambra is seeking qualified firms with demonstrated historic preservation experience to provide professional consulting services to assist staff with the administration of the City’s Historic Preservation Program and staffing the City’s Historic Preservation Commission.
Purpose and Overview

The City of Alhambra is soliciting proposals from qualified consulting firms with proven expertise in historic preservation to support its Historic Preservation Program. Under the direction of the Community Development Director or designee, the selected consultant will help preserve and enhance the City’s architectural and cultural heritage. The consultant is expected to promote high-quality preservation outcomes that maintain the integrity and character of the City’s existing historic resources while ensuring that rehabilitation and new development are sensitively integrated within the Alhambra community.

Anticipated Schedule

The anticipated timeline for evaluating and selecting proposals is identified below. The City reserves the right to alter the schedule at its discretion, as needed.

Questions and Answers Period

The City has provided all available information in this RFP and will not hold a formal pre-proposal conference. It is the responsibility of each respondent to review the RFP, evaluate it, and submit any questions during the open Questions and Answers period, as specified in Section 9, Anticipated Schedule. Questions must be submitted by the stated deadline.

  • Questions received after the deadline will not be answered. Only written questions submitted during the designated period will be accepted, and responses will be posted on the City’s website in the form of a formal Addendum, at the City’s discretion. It is the respondent's responsibility to regularly check the City’s website for updates, as the City reserves the right to amend the RFP before the submission deadline.
  • Failure to obtain clarifications or addenda from the website does not excuse respondents from adhering to any new terms or considering additional information in their proposals. Respondents shall not contact any City personnel, outside of the protocol established herein, with any questions or clarifications concerning this RFP from the date this RFP is released until a selection is announced by the City. Respondents must follow the established communication protocol, and any violation of this provision may result in the rejection of their proposal. Any harm to the respondent from such failure shall not be valid grounds for a protest against award(s) made based upon this solicitation.
Proposal Submission

To be considered, proposals must be received by the City of Alhambra Community Development Department no later than 5:30 pm (PDT) on Thursday, July 24, 2025. Proposals must be submitted in a sealed package. Late or incomplete proposals will be rejected. Detailed submission requirements can be found in Section 11, "Proposal Contents," of this RFP.

It is the responsibility of the consultant to ensure that their proposal, whether sent by mail or another delivery method, reaches the City of Alhambra Community Development Department before the specified due date and time. Proposals with postmarks after the deadline or those received late will not be accepted. Faxed or emailed proposals will not be considered. No exceptions will be made.

The format for submitted proposals includes the following:

  • One (1) signed and unbound original proposal.
  • Five (5) bound copies of the proposal on 8½” x 11” paper with section separators clearly tabbed and labeled.
  • One (2) USB flash drive that contains an electronic PDF format copy of all documents submitted.
