SPECIAL NOTICE: The U.S. Army Corps of Engineers (USACE), Louisville District (LRL), will be soliciting an Invitation for Bid (IFB) for the demolition of Building 415, which is in the footprint of the new facility, the construction of a 24,500 SF Fire Station at Youngstown Air Reserve Station (YARS), Ohio. The Facility will include drive through bays sized to current Aircraft Rescue and Fire fighting vehicle requirements and a sleep space sized to accommodate 22 beds. As part of the construction contract solicitation, the USACE intends to include the following sole source requirement:
Brick and Mortar: The solicitation will include a sole source J&A for Belden Tri-State Building Materials. To maintain consistency in appearance with the existing flight line buildings, ensure quality control, and maintain the technical integrity of the existing building design. Due to requirements from YARS and AFRC, the new facility must be designed to match the existing AFRC complex with complementary architectural style, vernacular, materials, and colors. The design includes abutting to the existing masonry hangars on two sides and incorporating brick elements into the new building façade to complement the existing building design architectural style and campus vernacular. Masonry elements are required to incorporate existing building campus vernacular and architectural style in this design, it is necessary all face brick material is match in-kind with:
Door Keying Systems: The solicitation will include a sole source for Best Cylinder Housing for all doors that are identified in this project. Specifically, the project will use the following model:
Fire Monitoring System: The solicitation will include a sole source for Monaco Enterprises Incorporated (MEI) Fire Alarm Monitoring equipment with full combination fire alarm, voice evacuation, and mass notification capabilities that meet the requirements of UFC 3-600-01, UFC 4-21-01, and the YARS AFRC Fire Department Standards. The new Fire Station must connect with the existing Fire, Security, and Life Safety system to ensure consistent technology at YARS.
