Description
In accordance with FAR Part 10, Market Research, this is a Sources Sought Notice to determine the availability of potential sources/vendors having the skills and capabilities necessary to provide Health Care to Homeless Veterans (HCHV) Emergency Residential Services on behalf of the VA Northern Indiana Health Care System (VANIHCS).
The requirement is for a Contractor s facility to be within a 20 mile radius from the Jackie Walorski Community Based Outpatient Clinic (CBOC), located at 1540 Trinity Place, Mishawaka, IN 46545. Contractor s will be expected to provide emergency housing, and supportive services to Homeless male Veterans with special needs in community-based Contracted Emergency Residential Services (CERS). The facilities shall have the capacity to serve up to10 (ten) male Veteran beds per day offering a safe and secure environment that supports their goals for recovery from homelessness. This notice is seeking contractors that can demonstrate available emergency housing and services for male Veterans with mental health and/or substance abuse treatment needs. Preference will be given to Contractors that can house veterans that are subject to residency restrictions (e.g. , those required to register following conviction of a sexual offense). The Contractor will be required to provide low demand housing, meals, mental health therapy and case management services targeting the underlying factors contributing to homelessness. The Contractor will not be required to provide detoxification or other hospital level treatment.
The anticipated period of performance for this requirement is 10/1/2025 9/30/2026.
All interested contractors are invited to respond as this information may be used to determine potential set asides for the above noted services. This Sources Sought Notice is for information and planning purposes only and shall not be construed as a solicitation or as an obligation on the part of the Department of Veterans Affairs (VA). No reimbursement will be made for any costs associated with providing information in response to this Sources Sought or any follow up information.
