CORRECTION AND RESUBMISSION NOTICE

This Special Notice is a corrected resubmission of the notice previously posted under ID 2026-ONC-0040. The prior notice cited FAR 6.302-1 and 41 U.S.C. 3304(a)(1). The applicable authority for this contemplated commercial-service acquisition is RFO FAR 12.102(b), using the simplified procedures at RFO FAR 12.201-1, pursuant to 41 U.S.C. 1901. HHS is reposting the notice to correct the authority and to provide all responsible sources, including small business concerns, an additional opportunity to submit capability information for Government consideration.

NOTICE OF INTENT

The Department of Health and Human Services (HHS), Office of the Assistant Secretary for Health (OASH), Office on Women's Health (OWH), intends to issue a sole-source request for quotation and, subject to completion of all required approvals and a determination that the price is fair and reasonable, make a firm-fixed-price award to:

The Government is restricting competition pursuant to RFO FAR 12.102(b), using the simplified procedures at RFO FAR 12.201-1, under the statutory authority of 41 U.S.C. 1901. The Government has determined that Mathematica is the only source reasonably available to satisfy the current requirement without substantial duplication of cost, unacceptable delay, and unacceptable risk to mission continuity.

REQUIREMENT

The purpose of the contemplated acquisition is to provide continued professional, technical, analytical, and program-management support for the OWH Maternal Health Portfolio, including the Interagency Coordinating Committee on the Promotion of Optimal Birth Outcomes. The required services include, but are not limited to:

- Project management, interagency coordination, work planning, stakeholder engagement, and monthly progress and budget reporting;

- Development of the Annual Maternal Health Report to Congress and related policy, technical, and public-facing reports;

- Maintenance and enhancement of the HHS Interagency Maternal-Infant Health Outcome Dashboard, including data integration, interoperability, visualization, user support, and documentation;

- Collection and integration of Federal, state, and non-Federal maternal-infant health data;

- Quantitative and qualitative research, program evaluation, survey analysis, advanced biostatistical analyses, regression analysis, microsimulation modeling, cost-benefit analysis, and data visualization;

- Technical assistance, policy analysis, white papers, manuscripts, briefings, and publication-quality tables, figures, and reports; and

- Compliance with applicable HHS Moderate-impact information-security requirements, GOCO/COCO Assessment and Authorization requirements, HSPD-12 credentialing, records-management requirements, and Section 508 accessibility standards.

The anticipated period of performance is one 12-month base period and four 12-month option periods. Specific performance dates will be established in the resulting solicitation and award.

BASIS FOR THE INTENDED SOLE-SOURCE AWARD

Mathematica designed, developed, and implemented the existing HHS Interagency Maternal-Infant Health Outcome Dashboard and has direct knowledge of its architecture, data models, software components, integrations, business rules, analytical methods, user interface, security requirements, and operational dependencies. This knowledge is integral to maintaining and enhancing the operational dashboard and supporting time-sensitive maternal-health reporting and analysis.

Transition to another source would require substantial system familiarization, reconstruction and validation of data connections and business logic, verification of analytical methods, testing, and re-establishment of applicable security and compliance controls. The Government anticipates that these activities would cause substantial duplication of cost, unacceptable delays, and increased risk of data inconsistencies, system downtime, and disruption to mission-critical reporting and decision support.

The contemplated restriction is based on the incumbent's specialized technical and institutional knowledge, the transition costs and delays associated with another source, the operational and security risks of transition, and the results of the Government's market research. It is not based solely on incumbent status.

OPPORTUNITY TO RESPOND

This notice is not the Government's formal request for quotation and does not constitute a commitment to award. However, all responsible sources may submit a capability statement and, if desired, non-binding pricing information or a quotation. Timely responses will be considered by the Government before finalizing the acquisition strategy.

A response should demonstrate the respondent's ability to perform the complete, integrated requirement and should include, at a minimum:

1. Legal business name, address, UEI, CAGE code, point of contact, active SAM registration status, business size under NAICS 541611, and applicable socioeconomic status.

2. A concise technical narrative addressing each major service area described above, including maternal-health or women's-health expertise, health-data analytics, dashboard development and maintenance, multi-source data integration, advanced statistical analysis, report development, and interagency technical assistance.

3. Evidence of recent and relevant prime-contract experience of similar size, scope, and complexity, including customer, contract or project identifier, period of performance, dollar value or magnitude, and customer point of contact when available.

4. A transition approach explaining how the respondent would assume responsibility for the existing operational dashboard, preserve data integrity and continuity, address system familiarization, and satisfy security and A&A requirements within the required timeframe.

5. Identification of proposed key personnel, available staffing capacity, subcontracting or teaming arrangements, and the respondent's ability to comply with applicable limitations and subcontracting requirements.

6. A description of the respondent's experience with HHS or comparable Moderate-impact security requirements, GOCO/COCO resources, A&A support, HSPD-12, and Section 508 compliance.

7. A non-binding rough-order-of-magnitude price or pricing methodology sufficient to assist the Government in assessing whether performance at a fair market price is reasonably expected.

8. Any assumptions, limitations, proprietary dependencies, or Government-furnished information or resources required for performance.

Generic capability statements, marketing brochures, or statements of interest that do not address the complete requirement will not be considered sufficient evidence of capability.
