The Louis A. Johnson VA Medical Center (LAJVAMC), located at 1 Medical Center Dr., Clarksburg, WV 26301, intends to award a sole source, firm-fixed price contract under the authority of FAR 13.106-1(b)(1)(i), as implemented by 41 U.S.C. 1901, to Philips Healthcare for a Full-Service Annual Preventative and Corrective Maintenance Service Agreement for specified Philips radiology equipment as described below. A Class Justification for Exception to Fair Opportunity (JEFO) and a sole source letter from Philips Healthcare have been provided to support this sole source action.

Period of Performance:Â October 1, 2026 through September 30, 2027

Description of Requirement:
The contractor shall provide annual preventative and corrective maintenance, in accordance with the attached Statement of Work (SOW), for Philips equipment including but not limited to:
DigitalDiagnost 4.1 systems (multiple locations)
ProxiDiagnost N90 systems (multiple locations)
X8-2t ultrasound probes (multiple units)
Wireless/Skyplate & Detector Batteries
Service Coverage Includes:
Unlimited technical and clinical phone support
Remote system diagnostics and monitoring (where available)
Preventive and corrective maintenance per manufacturer specifications
Coverage of all labor, travel, and replacement parts (excluding consumables)
Priority response and expedited parts delivery
Repair/replacement for accidental damage to wireless detectors
Documentation meeting VA and OEM requirements
Compliance with all applicable VA, OEM, TJC, HIPAA, and related regulations (see attached SOW for full requirements)

Rationale for Sole Source:
Philips Healthcare is the sole Original Equipment Manufacturer (OEM) authorized provider of service and maintenance for the specific Philips equipment listed. Only Philips can provide the proprietary parts, software, and expertise required to comply with manufacturer requirements and maintain warranty and regulatory compliance essential to VA patient care. Maintenance or repair by unauthorized vendors may compromise equipment function, void warranties, or violate VA, FDA, and OEM mandates.

THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS.
Responsible sources may submit a capability statement or quotation for review. All responses must be sent to the Contracting Officer at [Insert Email Address] by [Insert Response Deadline]. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this contract will be made at the sole discretion of the VA.
