RFQ-26-226 Partnership Development & Implementation Management Services for Yuma Innovation District

Project Description: The Yuma Innovation District is a City-led effort to accelerate downtown reinvestment by organizing planning, partnerships, and market activity to attract private investment, anchor tenants, and mixed-use development. This RFQ seeks a partner with proven experience in:
• Innovation district strategy and governance
• Public-private partnerships (P3) and deal structuring
• Tenant/anchor recruitment and ecosystem building
• Developer/investor engagement and implementation management
The selected firm will help move the Yuma Innovation District from concept to execution, aligning stakeholders, building momentum, and delivering an actionable path to investment and occupancy.
The City intends to contract with a qualified firm to manage implementation, develop public-private partnership (P3) structures, and build a pipeline of anchor tenants, investors, and institutional partners. The City expects a practical approach that delivers measurable progress, minimizes reliance on public subsidy, and advances downtown reinvestment, innovation-led economic diversification, and workforce development for Southwest Arizona.
