THIS IS A NON-COMPETITIVE (NOTICE OF INTENT) SYNOPSIS/ SOLICITATION TO AWARD A CONTRACT WITHOUT PROVIDING FOR FULL OR OPEN COMPETITION (INCLUDING BRAND-NAME).

The Department of Health and Human Services (HHS), Office of Mission Acquisition Solutions (OMAS) on behalf of the National Institute on Aging, (NIA), intends to negotiate and award a purchase order on a non-competitive sole source basis without providing for full and open competition to David M.
