    REQUEST FOR PROPOSAL (RFP) FOR
    Audio System Upgrades – Multiple Schools
    To: All Interested Vendors
    You are invited to submit a formal proposal (bid) for Audio System Upgrades – Multiple Schools
    for the Barrow County School District in accordance with the attached General Conditions and
    Specifications.
    Proposals from bidders will be received by Barrow County Schools, 179 W. Athens St., Winder,
    Georgia 30680 until 11 AM local time, on Thursday, February 26th. Proposals must be emailed
    to the attention of John St.Clair at itsbids@barrow.k12.ga.us. Proposals will be voted on by the
    board on Tuesday, April 7th and an award made Wednesday, April 8th. Work must be completed
    and invoiced by June 22nd.
    There is a mandatory pre-bid meeting at 12:00 PM on Tuesday, February 10th, at the Board of
    Education Office at the above address for all interested vendors.
    All questions should be emailed no later than Monday, February 16th, to John St.Clair -
    itsbids@barrow.k12.ga.us. Any modifications to the RFP based on questions and answers
    regarding this offering will be posted as addendums to the RFP, and made available on the web
    site at http://www.barrow.k12.ga.us/bids. Vendors are responsible for checking the web site for
    amendments to the RFP. Vendors should check for RFP updates prior to submitting final
    proposal.
    Emailed proposals will only be deemed accepted for consideration upon delivery of a
    confirmation email from jstclair@barrow.k12.ga.us to vendor’s email indicating receipt of
    proposal. If vendor does not receive confirmation of receipt of proposal via email, vendor
    should consider proposal not to have been delivered.
    Barrow County reserves right to postpone bid opening to later the same day beyond original due
    date/time in event of delay of email services. Once time has been called and the first proposal
    has been opened, any proposals received thereafter will be rejected. Proposals must be valid
    for 90 days from due date. Barrow County Schools reserves the right to reject any and all bids
    or to waive any informality in bidding.
    GENERAL CONDITIONS & SPECIFICATIONS
    The Barrow County School System seeks competitive bids for upgrading audio systems in gyms and cafeterias at
    various middle and high schools as per the general conditions here and specific task criteria to follow. General goal
    is to augment (where existing system is deemed to be worth keeping) or to replace audio systems to meet general
    and specific conditions below.
    GENERAL CONDITIONS
    1. Proposed audio systems must integrate directly with the school’s existing Audio Enhancements intercom
    and emergency alert infrastructure.
    2. The systems shall be capable of being used as a completely independent audio system for various
    applications as well as an integrated system with the building’s intercom / alert system.
    3. Proposed audio systems must be configured for emergency alert infrastructure to have priority, muting any
    other inputs and presenting announced alert at a guaranteed minimum volume to ensure that emergency
    messages and announcements are clearly heard above all other audio sources and are heard over the
    sound of activity in the gym/cafeteria, while not exceeding safe decibel levels.
    4. Cafeteria AV systems shall be designed to support a multi-use, multi-audience environment, providing
    clear, intelligible audio reinforcement for daily dining periods, school assemblies, after-school functions,
    community events, and large-group instructional activities. The system must ensure that all
    announcements—local, building-wide, and emergency—are delivered with uncompromised clarity and high
    speech intelligibility throughout the space. The system shall be capable of being used as a completely
    independent audio system for various applications as well as an integrated system with the building’s
    intercom / alert system. Cafeteria systems must provide audio in kitchen/back-of-house areas suitable to
    ensure intercom and alerts can be heard over kitchen noises during food preparation and cleanup.
    5. Gymnasium AV systems shall be designed to be a multi-purpose sound reinforcement and paging/alert
    system capable of supporting a wide range of school and community activities. These uses include
    physical education classes, athletic competitions, assemblies, after-school functions, community events,
    and large-group instructional activities. The system must ensure that all announcements—local, building-
    wide, and emergency—are delivered with uncompromised clarity and high speech intelligibility throughout
    the space. The system shall be capable of being used as a completely independent audio system for
    various applications as well as an integrated system with the building’s intercom / alert system. Specific
    consideration for intercom/emergency alerts must be given to locker room areas and they must be
    considered part of the gym audio space.
    6. Proposed audio systems must allow for integration of external AV components, including interactive flat
    panels, existing projector systems, and other sources that presenters may bring to the facility. Audio from
    these devices should be routed through the proposed audio system to ensure consistent volume levels,
    proper equalization, and clear intelligibility throughout the room space, while not exceeding safe decibel
    levels.
    7. The overall system architecture should be future-proofed to allow for additional zones, inputs, and
    technology upgrades as district needs evolve, without requiring wholesale replacement
    8. Barrow Board County of Education is exempt from all state sales tax, federal excise tax, property tax, etc.
    These taxes shall not be included in the quote.
    9. Include digital copies of the manufacture catalog and/or brochure showing a picture of each proposed item
    along with details such as mfg model, item description and specifications, and site requirements.
    10. All equipment proposed must be brand new and not include any remanufactured or refurbished
    components, frames, or parts.
    11. The quoted price must include any assembly, programming, training, and/or other installation fees and
    charges.
    12. The vendor is responsible for removal of debris from Barrow County Board of Education schools and
    offices the same day installation takes place.
    13. Describe warranty/maintenance/support procedures and contact information, and guaranteed response
    times for service calls. Describe post-installation non-warranty support services available.
    14. All vendors must provide three (3) business references having the proposed or similar equipment in
    operation in similarly sized installations. The listing shall include contact name, email address, and phone
    number.
    15. Equipment specified in specific tasks below is representative of one design option. Alternatives in
    equipment specifications or overall design are acceptable. Vendors proposing alternatives must thoroughly
    describe the capabilities and functionality and how the alternatives are equal to or exceed the specified
    equipment.
    16. For each room location, vendor must provide a detailed list of all components, a narrative describing how
    the system will function at the location, and a cost total for the specific room location. Depending on total
    costs, district may elect to accept proposal for some, all, or none of the room locations, so individual
    location cost breakdowns are required.
    SPECIFIC TASKS
    TASK 1 – Middle School cafeterias (Bear Creek, Haymon-Morris, Russell, and Westside)
    Speakers
    Furnish and install Sonance brand 6.5” in-ceiling, two-way speakers
    o 30 speakers spaced evenly for maximum audio distribution
    o Power handling: 100W (program), 50W (continuous)
    o Frequency response 60 Hz - 25 kHz
    o Must have a 70V transformer built into the unit with selectable wattage taps for power
    o Coverage pattern: 120 degree conical coverage
    o Must be UL Listed for commercial spaces
    o Removable, magnetic, bezel-less grille
    o Must have manufacturer warranty no less than 5 YEARS from date of installation
    Furnish and install 4 Sonance brand 8” in-ceiling subwoofers
    o Power handling: 300W (program), 150W (continuous)
    o Frequency response 32 Hz - 300 Hz
    o Must have a 70V transformer built into the unit with selectable wattage taps for power
    o Must be UL Listed for commercial spaces
    o Must have manufacturer warranty no less than 5 YEARS from date of installation
    Furnish and install Sonance brand wall mounted speakers in kitchen / back of house areas
    o 4 speakers designated for these areas
    o Speakers to be placed in effective, strategic areas to best cover the space and provide
    even audio distribution
    o IP45-rated, Conforms to MIL-STD-810 for humidity, salt spray, temperature, IEC529
    o Speakers must be outdoor rated to effectively handle the humidity, temperature changes,
    and other environmental factors that may be present in a kitchen environment
    o Power handling: 60W (program), 30W (continuous)
    o Frequency response 57 Hz - 25 kHz
    o Must have a 70V transformer built into the unit with selectable wattage taps for power
    o Must be UL Listed for commercial spaces
    o Must have manufacturer warranty no less than 5 YEARS from date of installation
    Power Amplifiers
    Furnish and install Powersoft Quattrocanali 1204DSP powered amplifier
    o Rack mounted 1RU chassis
    o Must support both low impedance and 70V / 100V high impedance lines
    o Must have clip limiting for overdrive protection
    o Must have thermal protection and variable-speed fan with temperature monitoring
    o “Mission-critical” system performance
    o DC protection, VHF protection, short-circuit protection with automatic reset
    o Allows for multiple audio zones
    o Must have manufacturer warranty no less than 5 YEARS from date of installation
    Digital Audio Mixer
    Furnish and install Yamaha TFRack digital audio mixing console
    o Must have customized presets for presentation and performance modes
    o Must be configurable from the onscreen controls and via a mobile application
    o Future-proof for additional sources if needed
    Furnish and install dedicated WIFI router for wireless access to digital console
