APEX Accelerators are an official government contracting resource for small businesses. Find your local APEX Accelerator (opens in new window) for free government expertise related to contract opportunities.
APEX Accelerators are funded in part through a cooperative agreement with the Department of Defense.
The APEX Accelerators program was formerly known as the Procurement Technical Assistance Program (opens in new window) (PTAP).
The Naval Air Systems Command (NAVAIR), NAS Patuxent River, MD, intends to negotiate and award a Cost-Plus Fixed Fee (CPFF) delivery order under the Raytheon Company Corporate Basic Ordering Agreement (BOA) on a sole source basis to Raytheon Company, Goleta, CA. This procurement is for the development, testing and integration of the AN/ALE-50 Integrated Multi-Purpose Launch Controller (IMPLC) System with the Dual Band Decoy (DBD) and the F/A-18E/F platform. The anticipated award date is October 2025.
The proposed contract action(s) are those for which the Government intends to solicit and negotiate with only one source under the authority of 10 U.S.C.3204(a)(1) and FAR 6.302-1, “Only One Responsible Source and No Other Type of Supplies or Services will Satisfy Agency Requirements.” Raytheon is the sole designer, developer and producer of the AN/ALE-50 IMPLC and therefore is the only contractor with the requisite knowledge, experience and technical data that can meet the Government’s requirements on a timely basis and in a cost-effective manner.
