Tandem Dump Trucks with Operators
The Whitfield County Board of Commissioners will receive sealed bids until 2:00 PM on
February 24th 2026 for INVITATION TO BID TANDEM DUMP TRUCK WITH OPERATOR.
Bids shall be submitted in a sealed envelope and shall be marked on the outside as follows:

Bid Submittal Instructions:
Vendors are to submit 1 original signed document and 2 copies of the same.
Any deviation from the requirements set forth for the labeling of bid envelopes shall result
in said bid being returned to the bidder unopened and any such bid shall not be
considered.
Sealed bids shall be addressed to the attention of Brian McBrayer and mailed to
Whitfield County Board of Commissioners, P.O. Box 248, Dalton GA 30722-0248 or
delivered to the Board of Commissioners’ Office, Courthouse Annex, 201 S
Hamilton St 4th floor, Dalton GA 30720. All bids shall be received on or before the
above designated date and time. Any bid received after this date and time shall not be
accepted. Bids shall be typed or submitted in ink. Bids will be publicly opened and read.
Bids are legal and binding upon the bidder when submitted.

It is understood that this contract, if accepted by Whitfield County, is entered into for the
convenience of the county, and in no way precludes the county from obtaining like goods
from other suppliers upon prior approval of the Whitfield County Board of Commissioners.
Such approval shall be made at the sole discretion of the Board of Commissioners and
shall be conclusive. The materials shall be in compliance with the specifications as
prepared by the State Highway Engineer. The materials shall be produced in accordance
with the laws of Georgia under the supervision and to the satisfaction of the Department
of Transportation and Whitfield County.
Whitfield County reserves the right to accept or reject any or all bids for any reason, to
waive technicalities, and to make an award deemed in its best interest. The county shall
have the right to delete a unit item from the bid if necessary or proper in the sole
determination of the county.
Effective July 1, 2012 any vendor that provides a service to Public Works will be required
to submit verification that your company is complaint with O.C.G.A 13-10-91, which
states that the individual, firm or corporation which is engaged in the physical
performance of services under a contract to Public Works has registered with and is
participating in a federal work authorization program. E-Verify is the electronic
employment eligibility verification system that all vendors must use to comply.

SPECIFICATIONS (MINIMUM REQUIREMENTS):
1. Bidder must own 7 tandem dump trucks.
2. Bidder must have 7 employed drivers for said 7 trucks.
3. Bidder must ensure continuous availability of trucks & drivers throughout all work hours
and shall respond to WCPW request for trucks & drivers at any time during those hours.
In the event additional trucks & drivers are needed, Whitfield County Public Works will be
responsible for precuring them. Bidder will not be permitted to sub contract.
Contracted Tandem Dump Trucks with Operators
1. PURPOSE
The intent of this invitation is to obtain competitive sealed bids from qualified vendors so that
Whitfield County Public Works (WCPW) will have the ability to contract Tandem Axle Dump
Trucks with Operators, on a yearly basis. The Contractor shall furnish all equipment, insurance
and services required to fulfill the terms and conditions of this Invitation to Bid.
In an effort to reduce the counties budget and eliminate unnecessary capital expenses WCPW
will maintain a smaller fleet of Tandem Dump Trucks than in years past. This cost saving
initiative will require the use of contracted trucks and operators to support paving operations or
any other special projects assigned.
2. PRICING
Prices submitted herein shall remain firm for the contract agreement period (from approval
through December 31, 2026), regardless of any changes that may occur as a result of
manufacturer/production changes, factory shutdowns, delivery schedules, inflation in price of
materials and labor, etc.

3. DELIVERY POINT
All materials or items shall be delivered to the specific project site as specified by WCPW.
4. TIME OF PERFORMANCE
WCPW reserves the right not to be restricted to only the lowest bidder. WCPW may award the
contract to the most qualified vendor, however, if the selected contractor cannot perform for any
reason, WCPW may utilize the services of the next most qualified vendor until such time that the
most qualified vendor may perform. The intent is for WCPW to have the access to tandem
trucks by working down the list of qualified vendors until the number of tandem trucks required is
secured.
5. COMPLETION OF PERFORMANCE
Bidder will successfully complete the terms of the contract when the materials or items are
delivered as specified and the associated load ticket(s) have been submitted to WCPW.
The Vendor shall comply with all laws, ordinances, rules and regulations of any governmental
entity pertaining to the supply of any items or services pursuant to this ITB and resulting
Contract.
6. QUANTITIES
This is a unit/price contract. The County shall not be bound to purchase a minimum quantity nor
restricted to a maximum quantity during the initial contract agreement period and any
subsequent renewals.
7. CANCELLATION
This contract may be cancelled by either party, for any reason, by giving sixty (60) days written
notice to the other party. The Contractor shall be paid for all services rendered or materials
delivered and due prior to the Notice of Cancellation
