This notice corrects the Request for Information, changing the set-aside designation from 8(a) Sole Source to Sole Source. This is not a a set-aside for any particular business category.
This Request for Information is published for Market Research purposes only. The Government is conducting market research to identify potential sources that possess the capabilities and experience to meet qualifications for AFLCMC/WIU SOF/PR Fixed Wing system and subsystems. THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. In accordance with FAR 52.215-3, this RFI is issued solely for information and planning purposes- it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This request for information does not commit the Government to contract for any supply or service whatsoever.
Responders are advised that the U.S. Government will not reimburse participants for any expenses incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested party’s expense. Not responding to this RFI does not preclude participation in any future RFP nor does it ensure participation, if any is issued. If a solicitation is released, it will be synopsized on the Federal Business Opportunities (SAM.gov) website. It is the responsibility of the potential offerors to monitor this site for additional information pertaining to this requirement.
The market research is to identify potential sources that possess the skill, resources, and capabilities to procure, acquire, install, integrate, and verify the Ku/Ka Beyond Line-of-Sight Communications Suite for the HC-130J aircraft. This will include the delivery of a final Time Compliance Technical Order (TCTO), Ground Maintenance Technical Orders (T.O.), Flight Manuals, Illustrated Parts Breakdown (IPB), and complete Technical Data Package (TDP) for the integrated Ku/Ka system for the HC-130J Combat King II. The contractor is expected to satisfy all requirements with minimal assistance from the Government.
Changes to the design, functionality, or parts of the end-item, especially Class-I design changes impacting form, fit, function, or safety, require written authorization from the Procuring Contracting Officer (PCO) and concurrence from the Government Program Office (GPO). The Contractor shall furnish all material, support equipment, tools, test equipment, and services. The contractor is responsible for providing, maintaining, and calibrating all support equipment required at their facility or a subcontractor’s facility.
