This acquisition is being processed under the authority of FAR 13.5, "Test Program for Certain Commercial Items" and therefore will utilize simplified procedures for soliciting competition, evaluation, and award documentation and notification that comply with FAR 13.1.

This procurement is being solicited on an unrestricted basis.

The performance period will be five (5) years: a base period of one (1) year and four (4) one-year options. Initial pricing will be valid for the one (1) base year.

An EPA will apply for each of the option years, if exercised. For the EPA, the Government anticipates using Producer Price Index (PPI) PCU3391133391136, PPI industry data for Surgical appliance and supplies mfg-Personal industrial and nonindustrial safety equipment and clothing.

The Estimated Dollar Value of this acquisition is $6,728,315.70 (five years).

The Maximum Contract Dollar Value that may be ordered against the resulting contract is $7,400,000.00.

The guaranteed minimum for the resultant contract will be a one-time obligation of $134,566.00 during the base period for the life of the contract regardless of any exercised option periods. The Government is not obligated to purchase beyond the guaranteed contract minimum dollar value.

The Government will make an award to a responsible offeror, offering the lowest price that is determined fair and reasonable, who conforms to all of the terms and conditions set forth in the solicitation. Proposals will be evaluated according to Lowest Price Technically Acceptable (LPTA).

Delivery will be FOB Origin with inspection and acceptance at destination.

The Government’s required delivery schedule is 120 days after date of order.

Large businesses are required to submit a Subcontracting Plan.
