Solicitation Summary
The Maryland Department of Housing and Community Development (DHCD) is issuing this Purchase Order Request for Proposals (PORFP) as a secondary competition under the COTS Software Master Contract.
The purpose of this request is to procure Micro Focus (OpenText) software licenses and associated maintenance and support services to maintain continuity of existing enterprise systems. This includes perpetual licensing, maintenance, and extended support where applicable.
This procurement is limited to commercially available software and manufacturer-provided support services only and does not include installation, implementation, training, or professional services.
Only authorized resellers holding an active COTS Master Contract are eligible to respond.
