This is an INTENT TO SOLE SOURCE NOTICE only.

The Department of Veteran Affairs, Network Contracting Office (NCO) 16, New Orleans, LA 70119, intends to negotiate a single (sole) source Firm-Fixed Price contract for Watchman device implants under consignment for Southeast Louisiana Veterans Health Care System (SLVHCS), New Orleans, LA with Boston Scientific Corporation DBA Medi-Tech Division located at 300 Boston Scientific Way, Marlborough, MA 01752 in accordance with 41 U.S.C. §3304(a)(1) as implemented by FAR 13.106-1(b) Only one responsible source and no other supplies or services will satisfy agency requirements.

This is not a request for competitive offers and no solicitation is available. Interested parties may express their interest by providing a capabilities statement no later than 12/19/2024 by 2:00 PM CST, to veronica.maskell@va.gov. When responding to this announcement, respondents should refer to number 36C25625Q0284, Notice of Intent in the subject line. The capabilities statement must provide clear and unambiguous evidence to substantiate the capability of the party to provide the required items. Capabilities statement shall include evidence that the respondent is an Original Equipment Manufacturer (OEM) as verified by a justification letter on OEM letterhead or that the respondent is an OEM authorized dealer, authorized distributor or authorized reseller for the medical equipment supplies/system, as verified by an authorization letter from OEM-on-OEM letterhead for access to supplies, licensing, software updates and warranty from the OEM.

Brief description of the requirement: The Department of Veteran Affairs, Network Contracting Office (NCO) 16 is seeking to identify potential qualified vendors interested in a consignment agreement to provide Watchman Device Implants under consignment for SLVHCS, New Orleans, La. The base order year for this consignment agreement will be for one (1) order year, with four (4) additional ordering periods.

Responding as an interested party under the www.beta.sam.gov website does not constitute convincing evidence of capabilities. A determination not to compete this proposed contract upon responses to this notice is solely within the discretion of the Government. Verbal and facsimile responses are not acceptable and will not be considered. All interested parties are reminded to be registered with System for Award Management (SAM) at https://sam.gov/SAM/ in order to be eligible for award of Government contracts. No telephone calls will be accepted. If after 12/19/2024, no viable responses have been received in response to this announcement, NCO 16 shall negotiate solely with Boston Scientific Corporation.

The Government anticipates the award of a firm-fixed-price contract. A determination by the Government whether to compete the proposed requirement shall be based upon responses received and is solely within the discretion of the government. Information received shall be considered solely for the purpose of determining whether to conduct a competition.
