The U.S. Coast Guard (USCG) Surface Forces Logistics Center (SFLC) Medium Endurance Cutter Product Line (MECPL) has a requirement to negotiate and award a sole-source acquisition for the purchase of Red Gear Lube Oil Coolers, Jacket Water Coolers, and Lube Oil Coolers on the 270' A&B Class USCG Cutters.
The USCG SFLC intends to award a firm fixed price sole source, requirements type contract to Kam Thermal Equipment, Ltd. to fulfill requirements by issuing individually funded delivery orders.
It is the Government's belief that only Kam Thermal Equipment, Ltd. has the capability to meet this requirement. This acquisition is being issued pursuant to 10 U.S.C. 2304(c)(l), as implemented by FAR 6.302-1; only one responsible source and no other supplies or services will satisfy agency requirements. The contract terms and requirements will be developed jointly between the Government and Kam Thermal Equipment, Ltd., in accordance with FAR 13.
The applicable North American Industrial Classification System
(NAICS) code is 332410 and the size standard is 1,300 employees. This notice of intent is not a request for competitive proposals. While the Government does not anticipate competition, any responsible source may submit a proposal that shall be considered. Information received will be considered for the purpose of determining whether to conduct a competitive procurement, which is solely within the discretion of the Government.
