This posted announcement is a Pre-Solicitation Synopsis of a proposed contract action in accordance with RFO FAR 5.101.

The Mission Installation Contracting Command - Fort Leavenworth intends to issue an Invitation for Bid (IFB) for the acquisition of Installation Lightning Protection System (Inspect-Test-Repairs) at Fort Leavenworth, Kansas.



Typical work includes, but is not limited to;



Inspection and Testing – Routine General Service area designated by COR to include but not limited to: lightning protection systems as stated in the TE’s. Systems shall be inspected and tested in accordance with all regulatory standards previously mentioned. An inspection and testing report shall be developed for each building, listing at a minimum, facility number, brief description of facility type or style (smoke stack, office building, control tower etc.), comprehensive list of installed LPS system(s) and components and their respective locations and coverage of the facility it is installed on, list of all tests performed, satisfactory and unsatisfactory results of the installation of the system or equipment or test results in resistance measurements (ohms).



Drawings and Diagrams – Contractor shall create a scale isometric projection drawing of each facility listed in the TE showing major structure features suitable for a laymen to determine orientation and features unique to the specific structure being represented at a glance, with LPS systems and individual components clearly drawn on the structure representing actual placement, function and names of the LPS system’s component parts, labeled in such a way as each component part can be individually identified and called out in a report as to its function, result of tests and inspections performed on it, and required remedies or solutions, that can be applied to get substandard or deficient identified systems or components back within acceptable standards or specifications. We want a report that can be used to identify faulty or inadequate installations of, or deteriorated, broken, missing, or otherwise unsatisfactory installed parts of the LPS in order to make informed and required repairs in the future.



All will be in accordance with individual task order requirements, specifications and drawings provided with each project and/or master specifications. The North American Industry Classification System (NAICS) code for this work is 238290 (Other Building Equipment Contractors) with a size standard of $22.0 million average annual revenue for the previous five years. This requirement will be a Total Small Business set-aside procured utilizing Sealed Bidding Procedures specified in FAR Part 14. The government anticipates an award will be made to a responsible bidder whose bid, conforming to the invitation for bids; will be most advantageous to the Government, considering only price and the price-related factors included in the invitation. This anticipated contract will consist of a Base Award Period of one (1) calendar year, and one (1) one-year option period. The magnitude is estimated at $250,000.00 to $500,000.00



Attachments to this Pre-Solicitation Synopsis include the draft Performance Work Statement and applicable attachments also considered a draft version.
