Engineer's Estimate: $330K to $430K

Bid Closing Time: 2:00 p.m., local time, May 13, 2026

SCOPE OF WORK: Over 2000 linear feet of CIPP lining (UV Cure), Service connection T liners, mainline and service lateral video, associated sanitary sewer testing, bypass pumping, landscape surface restoration, traffic control, temp tree protection fencing, and other work as outlined in the Contract Documents.

COMPLETION: Project Substantial Completion shall be no later than (NLT) October 2, 2026, and Project Final Completion shall be NLT October 17, 2026. Refer to contract documents for additional project milestones.

A VOLUNTARY PRE-BID MEETING IS SCHEDULED: 10 am Friday May 1, 2026. Regardless of whether or not the Contractor attends the Pre-Bid Meeting, it is the Contractor's responsibility to verify existing and future conditions associated with the work prior to submitting a bid. Any items not included at the time of bid, but required for successful project completion, shall become the Contractor’s responsibility during both the tendering and construction phases.

PUBLIC WORKS/PUBLIC IMPROVEMENT PROJECT. This project is subject to Oregon minimum wage rate requirements of ORS 279C.800 through 279C.870. HOW TO SUBMIT A BID: Bids shall be submitted electronically only and must be received before the Bid Closing Time. Upon submission, bidders will receive an automated email confirmation. Receipt may also be verified by phone at 503.675.2533. Bids will not be accepted after the Bid closing time. Bidders are encouraged to submit bids early. Bidders must submit a Bid Security to the City, along with their Bid, in an amount of 10%.

BID OPENING: Bids will be publicly opened at 2:30 p.m., local time, May 13, 2026. The Bid Opening will be accessible online and by telephone conference. Interested parties may attend via:

The City will investigate and determine the qualification of the apparent successful Bidder as part of its evaluation of the responsive Bid with the highest points. See Special Provisions Section 00120 – Bidding Requirements and Procedures.

Because the City’s estimate of the contract value is $100,000 or greater, bidders must submit a First Tier Subcontractor Disclosure Form (provided in the Bid Documents) to the City no later than 4:00 p.m., local time, on the date for receipt of bids. The First Tier Subcontractor Disclosure Form shall be submitted electronically to the same link as the Bid.

QUESTIONS/CLARIFICATION: Questions about meaning or intent of the Bid Documents shall be submitted through the project bid site no later than seven (7) days prior to Bid Closing Time. Clarifications to the Bidding Documents will be made by addenda only. Oral statement may not be relied upon and will not be binding or legally effective.
