Description: Pursuant to the General Statutes of North Carolina, Chapter 143, Article 8, sealed bids are invited and will be received by the City of Laurinburg in the office of the Budget & Management Services Director, 303 W. Church Street, Laurinburg, NC 28352 until 2:00 p.m. EDT Thursday, May 14, 2026, at which time, the sealed bids will be officially opened in the Council Chamber (Room 221) of the Laurinburg City Hall, 303 W. Church Street, Laurinburg, NC for the construction of and consisting of furnishing and installing the following: A. Resurfacing of approximately 5,145 linear feet of city streets consisting of approximately 17,150 square yards of 1” Bituminous Concrete Surface Paving (FS 9.5A). B. Asphalt used for leveling/widening (approximately 50 tons). C. Raise twenty-three (23) manholes with cast iron adjustment rings. D. Raise twenty (20) valve boxes with cast iron rings. Bid proposals received after the time for opening will not be accepted and will be returned unopened. Electronic bid documents may be obtained on/after April 24, 2026, by a downloadable link on the City of Laurinburg website at https://www.laurinburg.org/business/#purchasing-rfps. Bidders can click on the “Bid Opportunities on Bidnet Direct” link on that page and then complete the vendor registration process to login and obtain copies of the bid documents. No bid proposal will be considered or accepted unless at the time of its filing, the same shall be accompanied by a cash deposit, cashier’s check, or certified check on a bank or trust company insured by the FDIC and authorized to do business in North Carolina in an amount equal to five percent (5%) of the proposal. In the alternative, a five percent (5%) bid bond issued by a corporate surety licensed by the State of North Carolina may be filed with the proposal. Bidders must be properly licensed under Chapter 87 of the General Statutes of North Carolina and must comply with nondiscrimination provisions. The City of Laurinburg is an equal opportunity Municipality/Owner and invites small and minority contractors to bid. The City reserves the right to reject any or all proposals.
