Special Notice Notice of Intent to Sole Source
PLEASE READ THIS NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE PUBLISHED
The Department of Veterans Affairs, Veterans Health Administration (VHA), Network Contracting Office (NCO) 20, intends to negotiate and award a sole-source, firm fixed price, contract with Abbott Laboratories, Assurance Plus Service Plan, for annual preventative maintenance services and corrective/repair services for Abbott OPTISm E.4.1 equipment:

The Boise VA Medical Center located in Boise, ID has a requirement for a contractor to provide maintenance and support services necessary to maintain their Abbott OPTISm E.4.1 equipment in accordance with the original equipment manufacturer (OEM) specifications.
Based on market research and previous acquisition history, it has been determined that the OEM, Abbott Laboratories, is the only source with the qualifications and capability to perform the required services due to the proprietary nature of the system.
The contract is expected to be awarded under Federal Acquisition Regulation (FAR) Part 16.505(b)(2)(i)(B), only one awardee is capable of providing the supplies or services required at the level of quality required because the supplies or services ordered are unique or highly specialized. Abbott Laboratories is the only vendor who can perform maintenance on its Abbott Laboratories OPTISm equipment in the Cardiac Cath Lab and ensure the installed systems performance is maintained, per Abbott Laboratories Sole-Source letter. This will be a firm fixed price order with NAICS Code 811210 (Electronic & Precision Equipment Repair & Maintenance).
This notice of intent is not a request for competitive proposals, quotations, or expressions of interest. Interested parties may submit a letter of interest that demonstrates your firm s technical expertise, certifications, and authorization to compete for this acquisition to include a rationale for why you should be considered. The Government reserves the right to vet/verify any documentation submitted with the OEM to certify its authenticity. This notice will be distributed solely through this website. Interested parties are responsible for monitoring this site to ensure they have the most up-to-date information about this acquisition.
Interested parties may identify their interest solely via email to Contract Specialist, Tracy Heath, tracy.heath@va.gov no later than December 17, 2024, 12:00 Pacific Time (PT). When responding to this announcement, respondents should include the solicitation number in the email subject line.

Information received will be utilized solely for determining whether to conduct a competitive procurement. A determination not to compete this proposed acquisition based upon responses to this notice is at the sole discretion of the Government.
