1. PERMITS & UTILITY DISCONNECTION
1.1 Contractor shall obtain all required demolition permits prior to commencement of work.
1.2 All utilities servicing the pool structure - with the exception of water lines - shall be
properly disconnected, capped, and verified prior to demolition, including but not limited
to:
• Natural Gas
• Electrical Service
1.3 Verification of disconnection shall be documented and available for inspection.
2. DEMOLITION SCOPE
2.1 Full Demolition
• Complete removal of pool shell (including concrete, reinforcing steel (rebar), and
plumbing systems) pool deck, slide towers, removal of the pool structure beneath the
current pool, and three building structures. The exterior fencing will need to be removed
towards the end of demolition.
• All debris shall be removed from site or processed for approved backfill use.
3. BACKFILL MATERIALS
3.1 Approved Backfill Materials:
• Clean, dirt fill material. Surplus backfill material will be available from the City of Liberal
(requires Contractor transportation).
3.2 Prohibited Materials:
• Organic materials (wood, vegetation, debris)
• Trash or construction waste not approved for structural fill
3.3 All fill material shall be free of contaminants and suitable for compaction.
4. COMPACTION REQUIREMENTS
4.1 Fill material shall be placed in lifts not exceeding 10-12 inches in thickness.
4.2 Each lift shall be mechanically compacted to prevent future settlement.
4.3 Compaction shall meet industry standards suitable for future surface use or structural
development.
4.4 Engineer compaction testing shall be performed by a third party with documentation to
verify required density standards are achieved.
5. GRADING & DRAINAGE
5.1 Final grading shall provide positive drainage away from adjacent buildings and
structures if any.
5.2 Surface water shall not pond or collect within the former pool footprint.
5.3 Finished grade shall match surrounding elevations unless otherwise specified in project
plans.
6. INSPECTIONS & APPROVALS
6.1 City inspections shall be scheduled as required for utility verification, demolition
progress (if required), backfill placement, and final site grading.
6.2 All required inspections must be approved prior to project closeout.
7. GENERAL REQUIREMENTS
7.1 Contractor shall comply with all local, state, and federal regulations.
7.2 Contractor is responsible for site safety, debris removal, and protection of adjacent
property.
7.3 Upon completion, site shall be left clean, stable, and safe.
7.4 Contractor will use the job site location access plan specified by the City to transport
heavy equipment.
7.5 This project may not proceed until the Contractor has been authorized to begin. On-site
demolition work will not be permitted to begin until after May 18, 2026. Upon commencing
demolition, the project shall be completed within 45 days. All project work must be
completed by June 30, 2026.
