Project Description: The Norfolk Redevelopment and Housing Authority will receive bids for the “Moton Circle
Warehouse Demolition”.
The scope of work includes all supervision, labor, material, and equipment necessary to complete the
demolition of the Moton Circle Warehouse located at 1445 Roberts Road, Norfolk VA 23504. The
work for this project includes but is not limited to the demolition of one (1) existing industrial building
(warehouse). The project includes but is not limited to the removal of roads, walks, curbs, on-grad slabs
outside buildings to remain and/or to be demolished, the disconnection and capping or removal of
identified utilities and underground piping, and the salvaging of existing items to be reused or recycled.
A Pre-Bid meeting will be conducted on August 20, 2026, at 10:00 AM at 1445 Roberts Road,
Norfolk VA 23504. All prospective bidders are strongly encouraged to attend. The last day for
questions is August 26, 2026 at 4:00 PM.
Sealed Bids will be received through the NRHA Bonfire Interactive Portal, until Tuesday
September 8th, 2026, at 3:00 PM local prevailing time. Please see the prior Bonfire
Interactive Portal flyer for information regarding registration.
A virtual bid opening will be held at 4:00 PM on Tuesday September 8th, 2026, Bidders interested in
attending the virtual bid opening must email Robin Hoe at rohoe@nrha.us to request a link to join the
bid opening.
A certified check, bank draft or irrevocable letter of credit, payable to the order of the Norfolk
Redevelopment and Housing Authority, negotiable U. S. Government bonds (at par value) or a
satisfactory Bid Bond executed by the bidder and an acceptable surety in the amount equal to five
percent (5%) of the bid shall be submitted with each bid.
Attention is called to the fact that not less than the minimum salaries and wages set forth in the
contract documents must be paid on this project, and that the contractor must insure that all
employees and applicants for employment are not discriminated against because of their race,
religion, color, sex, or nation origin, and comply with the requirements of Section 3 of the
Housing and Urban Development Act of 1968 and of Executive Order 11246.
If any bidder seeks to withdraw his bid due to a clerical error therein, as provided in Code of Virginia,
Title 2.2, Chapter 43, Section 2.2-4330, such bidder must give notice in writing of his claim of right to
withdraw his bid within two (2) business days after the bid opening.
The bidder shall acknowledge of receipt of all addenda for the bid. Questions concerning
submission of this bid package must be submitted through the NRHA Bonfire Interactive
Portal.
In submitting these Bids, the Bidder understands that the right is reserved by the Norfolk
Redevelopment and Housing Authority to reject any and all Bids or to waive any informality in the
bidding. If written notice of the acceptance of this Bid is emailed, mailed, telegraphed or delivered to
the undersigned, the undersigned agrees to guarantee their bid price for at least 120 days. The
contractor shall execute and deliver an Agreement in the prescribed form and furnish the required bonds
within ten (10) days after the Agreement is presented to him for signature.
