I. INTRODUCTION
The Marina Coast Water District (District) is requesting Statements of Qualifications
(SOQs) from qualified well contractors to provide on-call well rehabilitation,
maintenance, development, and hydraulic testing services for the District's existing
groundwater wells.
The purpose of this Request for Qualifications (RFQ) is to establish an on-call
contracting resource that can respond to routine, planned, and as-needed work
associated with maintaining and restoring the performance and condition of existing
District wells.
Work will be authorized by the District on an as-needed basis. The specific scope,
schedule, and compensation for individual assignments will be established prior to
authorization of each assignment in accordance with the resulting agreement and
applicable District procurement requirements.
This RFQ is intended to establish an on-call agreement for well rehabilitation,
development, maintenance, and testing services. Work performed under the
agreement will be authorized by the District through individual Task Orders on an as-
needed basis. Work consists of furnishing all tools, equipment, materials, supplies,
and manufactured articles for each repair and construction as needed, except those
supplied by MCWD, and where requested, providing as-built drawings of completed
work. It shall also include the furnishing of all transportation and services, including
fuel, power, water, and essential communications, and the performance of all labor,
work, or other operations required for the fulfillment of the contract in strict accordance
with the Contract Documents and applicable portions of MCWD's Standard Procedures
and Specifications currently in effect.
In addition, no proposer shall be qualified to perform the work unless they are
registered and qualified to perform public work pursuant to Labor Code Section 1725.5
at the time that the contract is awarded. Failure to have registered and thereby be
qualified shall render the SOQ non-responsive.
II. BACKGROUND
The District owns and operates groundwater production wells that require periodic
inspection, testing, maintenance, development, and rehabilitation to maintain reliable
operation and evaluate changes in well performance. Conditions and required work
vary by well and may include declining capacity, increased drawdown, accumulation
of scale or biological material, sediment production, screen or casing concerns, or the
need to evaluate well and aquifer performance.
The District is seeking a qualified contractor with the equipment, personnel, licenses,
and experience necessary to perform well rehabilitation and related maintenance
services when requested. The District may use separate contractors or consultants for
specialty services such as standalone video inspection, geophysical logging, water-
quality sampling, engineering, or other work not specifically authorized under an
individual assignment.
III. SCOPE OF SERVICES
The anticipated services are centered on rehabilitation and maintenance of existing
District wells. The following describes the types of work that may be requested and is
not intended to require every service on every assignment.
1. Well Rehabilitation and Maintenance
Provide rehabilitation and maintenance services for existing groundwater wells to
restore or maintain well performance and address observed well conditions.
Depending on the condition of an individual well, work may include:
* Mechanical well cleaning, including brushing, swabbing, surging, bailing, airlifting,
or similar methods appropriate to the well.
* Chemical well rehabilitation or treatment, when appropriate and specifically
authorized by the District.
* Removal of accumulated sediment, scale, biological fouling, or other material
affecting well performance.
* Cleaning or rehabilitation of well screens and casing.
* Minor well repairs, including screen, casing, annular seal/fill, or surface-completion
repairs where appropriate and within the contractor's capabilities.
* Well disinfection following rehabilitation or maintenance activities, when required.
* Containment, handling, and lawful disposal of rehabilitation water, sediment,
treatment chemicals, and other materials generated by the work.
* Temporary site protection, traffic control, fencing, and erosion or sediment controls
as required for the specific assignment.
2. Well Development and Redevelopment
Provide development or redevelopment of existing wells when needed to improve
hydraulic connection with the aquifer, remove accumulated fines or sediment, or
restore well performance following rehabilitation or repair. Methods may include
surging, swabbing, airlifting, pumping, or other appropriate development techniques
proposed by the contractor and approved by the District.
The contractor shall be capable of monitoring and documenting development activities,
including pumping rates, water levels, turbidity or other field observations when
requested by the District.
3. Pumping and Hydraulic Testing
Provide pumping and hydraulic testing of existing wells to evaluate well capacity and
performance before or after rehabilitation. Testing may include step-drawdown tests,
Page 3
constant-rate or extended-duration pumping tests, recovery monitoring, and
measurement of pumping rate and water levels.
The contractor shall provide and install temporary pumping equipment, discharge
piping, flow-measurement equipment, water-level measurement equipment, and other
temporary equipment necessary for testing when included in an authorized
assignment. Test water shall be managed and discharged or disposed of in
accordance with District direction and applicable requirements.
4. Pump Removal, Reinstallation, and Related Well Access
Where required to perform rehabilitation, development, inspection, or testing, the
contractor may be requested to remove and reinstall existing well pumps, column pipe,
sounding tubes, or related well components. The contractor shall coordinate such work
with District staff and protect existing equipment intended for reuse.
Major pump replacement, permanent electrical work, controls, instrumentation
upgrades, and unrelated mechanical improvements are not included in the anticipated
scope of this on-call agreement and may be separately procured by the District as
appropriate.
5. Condition Documentation and Specialty Support
The contractor shall document existing conditions encountered during the work and
notify the District of conditions that may require additional repair or evaluation. Where
useful to the rehabilitation work, the contractor may be requested to coordinate access
for video inspection or other specialty services performed by the District or others.
IV. SERVICES TO BE PROVIDED BY MCWD
* Identify the well or facility requiring service and provide reasonably available
well construction records, prior rehabilitation records, pump information, testing
data, and other relevant information.
* Define the objectives and known conditions for each requested assignment.
* Provide District coordination and access to District facilities.
* Coordinate specialty consultants or contractors retained separately by the
District, when applicable.
* Review proposed work plans, schedules, and pricing before authorizing
individual assignments.
V. CONTRACTOR QUALIFICATIONS AND RESPONSIBILITIES
The selected contractor shall maintain all licenses, registrations, insurance, equipment,
and qualified personnel necessary to perform the authorized work. The contractor
should demonstrate experience performing rehabilitation and maintenance of
municipal or public water-supply wells of comparable depth, diameter, and
construction.
Page 4
* Provide a qualified project manager or superintendent as the primary point of
contact.
* Provide appropriately trained field personnel and equipment suitable for the
assigned work.
* Comply with applicable safety, environmental, prevailing wage, and public
works requirements.
* Protect existing District facilities and maintain safe, orderly work areas.
* Provide written documentation of work performed, field measurements,
materials used, significant observations, and recommendations following
completion of each assignment.
* Coordinate work schedules and site activities with District staff.
VI. STATEMENT OF QUALIFICATIONS
The SOQ should be concise and provide sufficient information for the District to
evaluate the firm's ability to perform the anticipated on-call services. SOQs shall
include:
* Firm Information: Legal name, business address, contact information,
California contractor license information, DIR registration information, and years
in business.
