On-Call Graffiti Removal & Abatement Services – Request for Quote

The City of Monrovia is seeking quotes from qualified contractors to provide on-call graffiti removal and abatement services on City-owned property, including parks. This will be a three (3) year contract. Services are called in as needed — historically around 10–15 sites per month. We're not looking for a crew on-site every day, just reliable response when we call. Deadline to submit quotes is Monday June 1, 2026, at 5:00 PM.

SCOPE OF WORK

Service Schedule

  • Service required twice a week for four-hour blocks.
  • Response should be based on prioritization provided by the City.
  • Once contractor has finished City-requested items, contractor will canvas the city based on a hotspots list provided by the City and proactively clean graffiti found.

Emergency/On-Call Response

Any graffiti identified by City staff as gang-related, obscene or vulgar must be removed within 24 hours of notification. If identification falls on a scheduled service day it gets prioritized. If it's outside the regular schedule, it's billed at the emergency call-out rate. For callouts outside of scheduled service days, the contractor must be accessible seven days a week, 24 hours a day via email or phone. Calls and emails should be responded to within 30 minutes during business hours and one hour after hours.

Service Guidelines and Eradication Procedures

Color will match the surface where eradication has occurred to avoid patchwork. If there are color matching concerns, the City will be contacted to discuss an approved color. Graffiti requiring pressure washing/media blasting or chemical treatments will be done using highest industry standards to preserve the integrity of the surface and safety to the public.

  • Concrete/block, brick walls – If natural will be pressure washed/media blasted or color matched and painted over if previously painted.
  • Sidewalks – Will be blocked off as needed and pressure washed/media blasted.
  • Curbs – Unpainted curbs will be painted using a closely matching concrete color. Painted curbs will be painted using the standard City Public Works approved color.
  • Galvanized chain link fencing – Shall be painted using a galvanized color or other closely matching color.
  • Pedestrian bridges/underpasses – Vertical surfaces shall be painted using a closely matching color taking care that the floor surface is not over sprayed. In the instance that the floor surface has to be treated, it will be pressure washed/media blasted if natural or painted over with a closely matching color with an abrasive additive in order not to compromise its traction characteristics.
  • Concrete light poles – Unpainted concrete light poles will only be pressure washed or media blasted if unpainted. Previously painted light poles will be evaluated and where applicable and feasible an attempt to remove all previous paint will be made, in order to bring it back to its natural stage.
  • Wooden utility/light poles – These poles will be painted over, using a closely matching color. Any signs, stickers, slap tags shall be removed.
  • Bus Stops – Bus stop surfaces shall be treated according to their composition. Painted surfaces will be painted over, non-porous surfaces will be treated using an EPA approved solvent and any porous (natural) surface will be pressure washed/media blasted.
  • Wood fencing – Previously painted wood fencing will be painted using a color matched paint or pressure washed if unpainted.
  • Metal surfaces including traffic/light poles – All previously painted metal surfaces will be color matched a painted over. Bare or natural metal surfaces will be treated using an EPA approved solvent or pressure washed if necessary.
  • Asphalt – Affected asphalt surfaces will be treated using a light mist of diluted matching paint with an abrasive additive so as to not compromise the surface's traction characteristics.
  • Glass/windows – All glass (excluding etched glass) will be treated using an EPA approved solvent.
  • Trees and Palms – Depending on the type of bark the tree has, vandalized trees/palms will be treated with either a pressure washer at low pressure with a wide tipped nozzle to avoid damaging the tree or by applying a light mist of watered down non-phytotoxic paint. Every attempt will be made to successfully remove any previous paint and/or graffiti from the tree's surface but never at the cost of the tree's protective bark surface. Any deviation from the processes herein detailed will be run by the City's Program Manager before any changes are implemented.

Online Tracking Portal

This is a requirement, not optional. You must provide and maintain an online portal that:

  • Allows City staff to submit graffiti removal requests
  • Tracks status of open, in-progress, and completed jobs
  • Includes before and after photos for each completed job
  • Can generate and send periodic reports automatically to the City's Project Manager

Vehicles and Equipment

Contractor will provide all necessary vehicles and equipment required to perform the duties of the services as detailed in this RFQ. Preference will be given to providers that bring in their own water for services versus using City water. If a provider requires City water, the City will not bill for water, but usage will be tracked via a hydrant travel meter. The contractor will be required to pay a refundable deposit of $750.00 when obtaining a hydrant travel meter.

Prevailing Wages

This contract is subject to California prevailing wage requirements. The contractor is responsible for paying prevailing wages per the California Labor Code and for determining the appropriate DIR classification for all employees and subcontractors.

Required Licenses

All the following must be active for the duration of the contract:

  • State of California C-33 Painting License
  • State of California C-61 / D38 Sandblasting License
  • City of Monrovia Business License

INSURANCE REQUIREMENTS

  • Commercial General Liability: $2,000,000 per occurrence / $4,000,000 aggregate
  • Automobile Liability: $2,000,000 per accident
  • Pollution Liability: $5,000,000
  • Workers' Compensation: as required by California state law
