Project Description: The Johnstown Redevelopment Authority (hereinafter the “Authority”) is accepting Bids, via Penn Bid (https://pennbid.bonfirehub.com) , for the purchase and delivery of Magnesium Hydroxide for the Dornick Point Wastewater Treatment Plant. Bids will be received by the Authority until 1:00 p.m. on Thursday November 13, 2025 (local prevailing time). Bids will be and then publicly opened and read aloud at its office located at 416 Main Street, Suite 200, Johnstown, PA 15901. Bid results will be posted via public notice on Penn Bid shortly after opening. Contract Documents, including Technical Specifications, for bidding purposes, may be obtained at no cost on Penn Bid (https://pennbid.bonfirehub.com). Addenda, if any, will be issued to only those contractors whose name and address are on record with the Authority, via Penn Bid as having obtained the Contract Documents. No bid will be considered unless accompanied by a Bid Bond of an approved surety, a cashier’s check, a certified check, or bank letter of credit payable to the Authority in the amount of not less than ten (10%) percent of the total bid. Bidders should be aware that any proposed insurance is not acceptable to the Authority without identifying the Johnstown Redevelopment Authority as an "additional insured" on the Bidders Certificate of Insurance. Bidder/Contractor shall provide general liability insurance naming the authority as additional insured, in the amount of $2,000.000.00 per occurrence and $2,000,000.00 aggregate. Federal, State, and Local Municipal regulations applicable to this type of service shall apply. The Authority reserves the right to reject any or all bids/proposals; to accept any bid, to waive any informality or technicality on bids received; to omit any item or items deemed advisable for the best interest of the Authority; or to withhold and/or to abandon the final award of the contract. Bids may be held by the Authority for a period not to exceed sixty (60) days from the date of the opening of Bids for the purpose of reviewing the Bids and investigating the qualification of the bidders, prior to awarding the contract. No exceptions to the bid shall be permitted. Any bid containing exceptions shall be considered non-responsive.
