Chemical and Fertilizer Application Services for Athletic Fields

1. Introduction
Emanuel County Schools is seeking sealed proposals from qualified vendors to provide
professional chemical and fertilizer application services for the maintenance of athletic fields
across the district. The selected vendor will be responsible for developing and implementing a
comprehensive turf management program designed to promote healthy, safe, and visually
appealing athletic playing surfaces.
2. Scope of Services
The successful proposer shall provide all labor, materials, equipment, supervision, and expertise
necessary to perform the following services:
Turf Management Services May Include:
●​ Pre-emergent and post-emergent weed control
●​ Fertilization applications
●​ Insect and pest control
●​ Fungicide applications as needed
●​ Soil testing and analysis
●​ Lime applications as needed
●​ Seasonal turf health assessments
●​ Nutrient management planning
●​ Growth regulation treatments, if recommended
●​ Emergency treatment recommendations when necessary
Athletic Fields:
Services apply to multiple district athletic facilities, including:
Emanuel County Institute- 6 acres (baseball, softball, football game and practice fields)
●​ Chemical/Fertilizer Application timeline: July 1, 2026- June 30, 2027
*Swainsboro High School- 6 acres (baseball, softball, football practice field)
●​ Chemical/Fertilizer Application timeline: January 2027-June 2027
*Proposal pricing should reflect that Swainsboro High School chemical/fertilization application will not start until
January 2027 due to current athletic field renovation being covered under the project warranty through December
2026.
A site visit may be required prior to proposal submission.
3. Vendor Qualifications
Vendors must:
●​ Be properly licensed and certified in the State of Georgia for pesticide and fertilizer
applications.
●​ Provide proof of liability insurance and workers' compensation coverage.
●​ Have demonstrated three years of successful experience managing athletic field turf.
●​ Provide references from school districts, municipalities, or comparable athletic facilities.
●​ Comply with all local, state, and federal regulations.
4. Proposal Requirements
Proposals must include the following information.
Company Information:
●​ Business name and address
●​ Primary contact person
●​ Number of years in business
●​ Relevant certifications/licenses
Service Plan:
●​ Proposed annual treatment schedule and billing plan
●​ Description of chemicals and fertilizers to be used
●​ Safety protocols
●​ Reporting and communication process
●​ Soil testing recommendations
Pricing:
●​ Itemized annual cost
●​ Per-application pricing
●​ Additional service pricing
●​ Emergency treatment costs
●​ Any optional services
References:
●​ Minimum of three relevant references
5. Evaluation Criteria
Proposals will be evaluated based on:
●​ Experience and qualifications
●​ Quality and comprehensiveness of service plan
●​ Cost effectiveness
●​ References and past performance
●​ Responsiveness to district needs
●​ Safety practices
Emanuel County Schools reserves the right to reject any or all proposals and to accept the
proposal deemed in the best interest of the district.
6. Contract Term
The initial contract term will be for one year, with an optional rollover year based on
performance, pricing, and district needs.

8. Additional Terms
●​ Emanuel County Schools reserves the right to request additional information or
interviews.
●​ All services must be coordinated with district scheduling to minimize disruption of
athletic events and student activities.
●​ Compliance with all safety regulations regarding student proximity and environmental
stewardship is required.
