    NOTICE INVITING INFORMAL BIDS
    Notice is hereby given that the governing board (“Board”) of the Stockton Unified School
    District (“District”) will receive sealed bids for the following project, Edna Gleason Park
    Fencing Improvement Project, Bid No. IFB 26-12 (“Project” or “Contract”). The goal of
    this project scope is to upgrade the 4-foot ornamental iron fence at Edna Gleason Park (City
    of Stockton) at its shared boundary with Spanos Elementary School (Stockton Unified
    School District) to 6-foot “Privacy Plus” galvanized chain link featuring integrated privacy
    slats. This solution provides the necessary height for school security while offering a visual
    screen between park activities and the shared play area.
    1. Project Overview
    The project involves replacing 540 lineal feet of 4-foot ornamental iron with 6-foot high, 9-
    gauge, Privacy Plus”, galvanized chain link fencing. Replacing approximately 60 lineal feet of
    6’ black coated chain-link fabric with galvanized fabric. Replacing approximately 140 lineal
    feet of 4’ tall Ornamental Iron fence with 6’ high galvanized chain-link fence. The installation
    occurs within an existing 13-inch wide concrete mow strip, requiring precision cutting and
    structural patching while ensuring the safety of students and the protection of park
    irrigation systems.
    2. Material Specifications
    See SUSD Fencing Spec (Section 32 31 13 – Chain link Fencing and Gates).
    Fabric: 9-gauge galvanized steel chain link (2-inch mesh).
    Framework: All posts and rails to be Schedule 40 galvanized steel.
    Privacy: High-density polyethylene (HDPE) privacy slats (to be inserted into the
    galvanized mesh) providing 90% visibility blockage.
    Restoration: Any turf damaged by equipment, concrete slurry, or foot traffic must
    be restored to original condition via soil aeration and sod replacement (matching
    existing turf species).
    Security: Inclusion of a bottom tension wire (7-gauge) to prevent the fabric from
    being pulled up or out.
    3. Site Protection & Infrastructure
    Irrigation/Valve Boxes: The contractor must physically mark and protect all
    irrigation valve boxes and lines. Any damage to the City of
    Stockton or SUSD irrigation systems during the concrete cutting or post-hole boring
    phase must be repaired immediately at the contractor’s expense.
    Mow Strip Integrity: The 13-inch wide concrete strip serves as a primary walkway.
    New footings must be core-drilled or saw-cut. All patches must be finished flush with
    the existing slab to eliminate trip hazards for Spanos Elementary students.
    4. Safety & Coordination (Contractor Requirements)

    Mandatory Safety Plan: Contractor must submit a site-specific safety plan prior to
    mobilization.
    Temporary Fencing: temporary fencing must be maintained throughout
    construction. The school perimeter must be fully secured at the end of each shift—no
    exceptions.
    Agency Coordination: Attendance is required at a pre-construction coordination
    meeting with Stockton Unified School District (SUSD) and City of
    Stockton employees to finalize access points and work hours.
    5. Scope of Work
    1. Preparation: Locate all underground utilities and irrigation valves. Install temporary
    fencing.
    2. Demolition: Remove 4-foot iron fencing. Saw-cut/core-drill the 13-inch mow strip at
    10-foot intervals.
    3. Structural: Drill 36-inch deep holes for new galvanized posts. Set posts in 3,000 PSI
    concrete and patch the mow strip to match the existing broom finish.
    4. Assembly: Install top rails, 9-gauge galvanized fabric, and privacy slats.
    5. Modification: to a section of existing ornamental iron fence.
    6. Access: Install (1) 4-foot pedestrian gates with SUSD-approved hardware in existing
    gate location and (1) 12-foot double-drive gate for maintenance in existing location.
    6. Success Criteria
    New 6-foot galvanized fence is perfectly plumb and provides full privacy screening
    from the park and adjacent apartment buildings.
    The 13-inch mow strip remains structurally sound with flush, professional concrete
    patches.
    Continuous security was maintained for Spanos Elementary throughout the project
    duration.
    Irrigation system and valve boxes remain undamaged.
    Restoration: Turf must be restored to original condition.
    Work is completed on or before July 25, 2026.

    . Contract Documents are available as of 4:00pm on May 1, 2026, for review and may be
    downloaded from the District’s website, https://www.stocktonusd.net/projects-out-to-bid,
    using the [“Projects Out to Bid”] link.
    Sealed Bids will be received until 2:00 p.m., May 20, 2026 at the SUSD Maintenance &
    Operations Office, 1932 N. El Pinal Drive, Stockton, Ca 95205, at or after which time the
    bids will be opened and publicly read aloud. All bids shall be on the form provided by the
    District and must be responsive.
    To bid on this Project, the Bidder is required to be registered as a public works contractor
    with the Department of Industrial Relations and to possess one or more of the following
    State of California Contractor Licenses: C-13, A, B. The Bidder's license(s) must remain
    active and in good standing throughout the term of the Contract.
    A mandatory pre-bid conference and site visit will be held on Wednesday May 6, 2026, at
    10:00 a.m. at Edna Gleason Park (between the Park and Spanos Elementary School), 536 S
    California Street, Stockton, CA 95203, California (“Site Visit”). All participants are required
    to sign-in. Failure to attend or tardiness will render bid ineligible. The Site Visit
    Certification will be provided at the end of the Site Visit and must be submitted with the Bid.
    The successful Bidder shall be required to furnish a 100% Performance Bond and a 100%
    Payment Bond if it is awarded the contract for the Work. The successful Bidder may
    substitute securities for any monies withheld by the District to ensure performance under
    the Contract, in accordance with the provisions of section 22300 of the Public Contract
    Code.
    The successful Bidder shall comply with all requirements of Division 2, Part 7, Chapter 1, of
    the Labor Code and Title 8 of the California Code of Regulations. For all work performed
    pursuant to this Contract, the Contractor and all subcontractors shall pay all workers not
    less than the general prevailing rate of per diem wages and for holiday and overtime work
    as determined by the Director of the Department of Industrial Relations, State of California,
    (“DIR”) for the type of work performed and the locality in which the work is to be performed
    within the boundaries of the District, pursuant to sections 1770 et seq. of the California
    Labor Code. Prevailing wage rates are also available from the District or the DIR website
    at: http://www.dir.ca.gov. This Project is subject to labor compliance monitoring and
    enforcement by the DIR.
    The Board reserves the right to reject any and all bids and/or waive any irregularity in any
    bid received. Unless otherwise required by law, no bidder may withdraw its bid for ninety
    (90) days after the date of the bid opening.

    INSTRUCTIONS TO BIDDERS
    Contractors shall follow the instructions in this document, and shall submit all documents,
    forms, and information required for consideration of a Bid.
    Stockton Unified School District (“District”) will evaluate information submitted by the
    apparent low Bidder and, if incomplete or unsatisfactory to District, Bidder’s bid may be
    rejected at the sole discretion of District.
    1.
    Bids are requested for a general construction contract, or work described in general,
    (“Work”) for the following project:
    EDNA GLEASON PARK FENCING IMPROVEMENT PROJECT #IFB 26-12 (“Project”).
    2.
    District will receive sealed Bids from Bidders as stipulated in the Notice to Bidders.
    3.
    The District has prequalified bidders pursuant to Public Contract Code section
    20111.5. Only prequalified Bidders will be eligible to submit a Bid for this Project.
    Any Bid submitted by a Bidder who is not prequalified shall be deemed
    nonresponsive and will not be considered.
    4.
    District will receive sealed bids from bidders as stipulated in the Notice to Bidders.
    a.
    All bids must be sealed in an envelope, marked with the name and address of
    the Bidder, name of the Project, the Project Number and/or bid number, and
    time of bid opening.
    b.
    Bids must be submitted to the SUSD Maintenance & Operations Office, 1932
    N. El Pinal Drive, Stockton, Ca 95205 by date and time shown in the Notice to
    Bidders.
    c.
    Bids must contain all documents as required herein.
    5.
    Bidders are advised that on the date that bids are opened, telephones will not be
    available at the District Offices for use by bidders or their representatives.
    6.
    Bids will be opened at or after the time indicated for receipt of bids.
    7.
    Bidders must submit Bids on the documents titled Bid Form and Proposal and must
    submit all other required District forms. Bids not submitted on the District's required
    forms shall be deemed nonresponsive and shall not be considered. Additional sheets
    required to fully respond to requested information are permissible.
    8.
    Bidders shall not modify the Bid Form and Proposal or qualify their bids. Bidders
    shall not submit to the District a re-formatted, re-typed, altered, modified, or
    otherwise recreated version of the Bid Form and Proposal or other District-provided
    document.
    9.
    Bids shall be clearly written and without erasure or deletions. District reserves the
    right to reject any bid containing erasures, deletions, or illegible contents.

    10. Bidders must supply all information required by each Bid Document. Bids must be
    full and complete. District reserves the right in its sole discretion to reject any Bid as
    non-responsive as a result of any error or omission in the Bid. Bidders must
    complete and submit all of the following documents with the Bid Form and Proposal:
    a.
    Bid Bond on the District's form, or other security.
    b.
    Designated Subcontractors List.
    c.
    Site Visit Certification, if a site visit was required.
    d.
    Non-Collusion Declaration.
    11. Bidders must submit with their Bids a cashier's check or a certified check payable to
    District, or a bid bond by an admitted surety insurer of not less than ten percent
    (10%) of amount of base Bid, plus all additive alternates (“Bid Bond”). If Bidder
    chooses to provide a Bid Bond as security, Bidder must use the required form of
    corporate surety provided by District. The Surety on Bidder’s Bid Bond must be an
    insurer admitted in the State of California and authorized to issue surety bonds in
    the State of California. Bids submitted without necessary bid security will be deemed
    non-responsive and will not be considered.
    12. If Bidder to whom a contract is awarded (“Contract” or “Agreement”) fails or neglects
    to enter into Contract and submit required bonds, insurance certificates, and all
    other required documents, within SEVEN (7) calendar days after the date of the
    Notice of Award, District may deposit Bid Bond, cash, cashier's check, or certified
    check for collection, and proceeds thereof may be retained by District as liquidated
    damages for failure of Bidder to enter into Contract, in the sole discretion of District.
    It is agreed that calculation of damages District may suffer as a result of Bidder's
    failure to enter into the Contract would be extremely difficult and impractical to
    determine and that the amount of the Bidder’s required bid security shall be the
    agreed and conclusively presumed amount of damages.
    13. Bidders must submit with the Bid the Designated Subcontractors List for those
    subcontractors who will perform any portion of the Project, (“Subcontractor”)
    including labor, rendering of service, or specially fabricating and installing a portion
    of the Work or improvement according to detailed drawings contained in the plans
    and specifications, in excess of one half of one percent (0.5%) of the total Bid.
    Failure to submit this list when required by law shall result in bid being deemed
    nonresponsive and the bid will not be considered.
    14. All of the listed subcontractors are required to be registered as a public works
    contractor with the Department of Industrial Relations pursuant to the Labor Code.
    a.
    An inadvertent error in listing the California contractor license number on the
    Designated Subcontractors List shall not be grounds for filing a bid protest or
    grounds for considering the bid nonresponsive if the correct contractor’s
    license number is submitted to the District within 24 hours after the bid
    opening and the corrected number corresponds with the submitted name and
    location for that subcontractor.
